SUBJECT: Future Funding of Arts Services and Programs

The purpose of this working paper is to propose that in future years all requests for funding of arts services or programs be reviewed by the Chapel Hill Public Arts Commission with the Commission making funding recommendations to the Council.
BACKGROUND
The Chapel Hill Public Arts Commission oversees and advises the Council on public art for the Town. Currently, the Council receives requests directly from arts organizations in addition to the Chapel Hill Public Arts Commission.
DISCUSSION
We believe that it would be consistent with the Chapel Hill Public Arts Commission’s role to advise the Council on public art. To that end, we recommend that the Chapel Hill Public Arts Commission review funding requests in future years for all arts services and programs. The Commission would serve a similar review process as that provided by the Human Services Advisory Board for human services contracts. We recommend a schedule with proposals for funding being received annually no later than the January budget forum. The Commission would report to the Council no later than March budget forum..
RECOMMENDATION
We recommend that the Council adopt the attached resolution.
A RESOLUTION ESTABLISHING THE CHAPEL HILL PUBLIC ARTS COMMISSION AS THE REVIEWING BODY FOR ALL ARTS SERVICES AND PROGRAMS WITH A RESPONSIBILITY TO MAKE ARTS FUNDING RECOMMENDATIONS TO THE TOWN OF CHAPEL HILL COUNCIL (2005-04-27/R-1)
WHEREAS, the Town Council established the Chapel Hill Public Arts Commission to provide leadership on public art matters in Chapel Hill, and
WHEREAS, the Town Council annually review proposals for arts funding and wishes to use a consistent arts funding method for Town art,
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Chapel Hill, that the Council hereby establishes the Chapel Hill Public Arts Commission as the reviewing body for all arts services and programs with a responsibility to annually review all proposals received by the January budget forum and to report and make recommendations to the Council no later than March budget forum.
