SUBJECT:      Cameron Avenue/2030 Regional Transportation Plan Fixed Guideway Transit Corridor Description

I ask that the Town Council consider re-affirming its commitment that Cameron Avenue not be designated as a component of a proposed regional fixed guideway transit corridor.

 

BACKGROUND

 

The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization has approved a draft 2030 Long Range Regional Transportation Plan. The Draft 2030 Plan includes the designation of a potential fixed guideway corridor between the University of North Carolina main campus and the Horace Williams property. As represented in the Draft 2030 Plan the fixed guideway corridor might use Cameron Avenue.  When the Town Council considered the Draft 2030 Plan in September, 2004, the Council voted to recommend that Cameron Avenue not be designated a component of this transit corridor. During the Transportation Advisory Committee discussion of the Town Council comments, the Town of Carrboro objected to the removal of the fixed guideway corridor from Cameron Avenue. The Transportation Advisory Committee requested that Chapel Hill and Carrboro resolve this issue.  An excerpt from the Council’s minutes from January 10, 2005, when this issue was last discussed, is attached.

 

The Metropolitan Planning Organization is meeting on April 13, 2005 to consider approval of the 2030 Plan Air Quality Conformity Report. In considering the Air Quality Conformity Report the Transportation Advisory Committee will also be approving a final version of the 2030 Long Range Transportation Plan. At this time, the Committee has not modified the 2030 Plan to remove the fixed guideway corridor from Cameron Avenue.  I believe that it would be helpful for the Chapel Hill Town Council to re-affirm its commitment that Cameron Avenue not be included as part of the corridor. 

 

 

RECOMMENDATION

 

I ask that the Council adopt the attached Resolution, which would re-affirm the Council’s request that Cameron Avenue not be included as part of a corridor being designated as a future alignment for fixed guideway transit.


A RESOLUTION REQUESTING THAT CAMERON AVENUE NOT BE INCLUDED IN PLANS FOR A FUTURE FIXED GUIDEWAY TRANSIT CORRIDOR (2005-04-05/R-11.1)

 

WHEREAS, the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization will be considering adoption of a 2030 Long Range Transportation Plan, which includes a potential fixed guideway corridor between the University of North Carolina main campus and the Horace Williams Property; and

 

WHEREAS, the Chapel Hill Town Council opposes the inclusion of Cameron Avenue as a component in a proposed future fixed guideway transit corridor;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council requests that Cameron Avenue not be included as part of a corridor being designated as a future alignment for fixed guideway transit in the 2030 Long Range Transportation Plan.
