AGENDA #5b
MEMORANDUM
TO: Mayor and Town Council
FROM: W. Calvin Horton, Town Manager
SUBJECT: Quarterly Update of Council Goals
DATE: May 9, 2005
At the Council Planning Session on January 13, 2005, the Council established its goals and priorities for the year. The attached update is provided on these goals and priorities.
We note that the proposed implementation plan is for the calendar year. For example, a target timetable date of “First Quarter, 2005” refers to the period January-March 2005.
2005 COUNCIL GOALS AND IMPLEMENTATION PLAN
This plan proposes a schedule for achieving the Town Council’s goals and priorities discussed at the Council’s January 13, 2005 Planning Session. The Council approved this plan on February 28, 2005. Items are categorized into: Highest Priority, Second Priority, and Third Priority. We have highlighted the May 9, 2005 update headings.
In this report, we have adjusted the anticipated timeframes of several goals to be carried out by the Planning Department because of expected turnover in key staff positions that will affect the overall workload of the Department and reduce our capacity for the remainder of the calendar year.
We believe that Planning Director Roger Waldon will retire on June 1 and Long Range Planning Coordinator Chris Berndt plans to retire later this summer. We also will lose the services of another planner who will be on parental leave for a few months. At a minimum, our production capacity will be reduced by 120 hours per week. Because of the dedication of Roger and Chris we know that we actually will lose substantially more than 40 hours per week from each of them. Work on the following items will need to be deferred until 2006:
Goal Previous Date
8. Rogers Road Small Area Plan Second Quarter 2005
10. Land Use Management Ordinance Fall, 2005
13. Tree Ordinance 3rd Quarter 2005
16. Transfer of Development Rights 4th Quarter 2005
37. Use Patterns 1st Quarter 2005
We are working on options to fill positions and will do so as promptly as we can.
