RE:                   Draft Revised Energy Conservation Ordinance

DATE:             February 17, 2005

At the February 16, 2005 meeting of the Parks and Recreation Commission, the Commission voted unanimously

(9-0) to forward the following comments to the Council regarding the draft revised Energy Efficiency Ordinance:

·        The Commission supports the spirit of the LEED (Leadership in Energy and Environmental Design) but

questions whether or not the benefits outweigh the costs. The Commission would like further cost analysis information.

·        The Commission is particularly concerned about two Parks & Recreation related current projects, the Homestead Aquatic Facility and extraordinary maintenance of the Community Center. Budgets for both projects were set without LEED in mind. We believe that both project budgets are extremely tight and want to ensure that as much funding as possible be used for program elements.

·        The Commission believes that such projects should proceed as originally designed or additional funding should be provided to cover all costs associated with meeting new, higher sustainability guidelines.

The Commission appreciates the opportunity to review the draft revised Energy Efficiency Ordinance .
