SUBJECT:      Update on Southwest Durham/Chapel Hill Collector Roads Plan

This memorandum provides an update on the development of a Southwest Durham/Chapel Hill Collector Roads Plan.

 

BACKGROUND

 

The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization has authorized the development of a collector road plan for an area that includes southwest Durham County and a portion of eastern Chapel Hill (Attachment 1).

 

DISCUSSION

 

The City of Durham has agreed to be the lead agency for Plan. Durham has developed a scope of work and concluded a preliminary agreement with Kimley Horn, Inc to prepare the Plan. Funding for this project is programmed in the 2005-2006 Durham-Chapel Hill-Carrboro Planning Work Program and will use federal transportation planning funds. The Town of Chapel Hill is participating in the development of the Plan by providing a portion of the local match for the Plan. It is anticipated that the total cost of the Plan will be approximately $50,000.

 

We anticipate that a technical coordinating committee will be formed from staff from Durham and Chapel Hill to assist the consultant in the development of the Plan. We expect this staff group to meet over the summer. We also expect that a policy committee will be organized in September, 2005 to provide policy guidance. The policy committee will include two elected officials from the City of Durham, Durham County and the Town of Chapel Hill. Each jurisdiction will be asked to appoint a member of the public to serve on the policy committee.

 

NEXT STEPS

 

The Council will be asked to appoint two Council members and a member of the public to serve on the policy committee in September, 2005. We anticipate that a public kick-off meeting will be held in September, 2005.
