SUBJECT:       Recommended 2005-2006 Human Service Performance Agreements

INTRODUCTION

 

The purpose of this memorandum is to present the Human Services Advisory Board’s recommendations for 2005-2006 human services funding.

 

The attached resolution would authorize the Manager to develop performance agreements with human service agencies as recommended by the Human Services Advisory Board.

 

BACKGROUND

 

The Human Services Advisory Board presented a Needs Report to the Town Council on January 10, 2005. The purpose of this annual report is to identify priority areas of human service needs for Chapel Hill residents. These priorities guide the Human Services Advisory Board as they develop recommendations for performance agreements. The Board received funding requests from 44 nonprofit agencies this year totaling $321,825.

 

Each year, the Human Services Advisory Board submits a recommendation to the Council for the total human service allocation. On April 25, the Board recommended an increase of approximately 9% raising the level from $206,000 to $225,000 for 2005-2006. The Town Council agreed to authorize the additional funding at its Budget Work Session of May 12, 2005.

 

SUMMARY

 

The Chapel Hill Human Services Advisory Board, the Town of Carrboro and the Orange County government coordinate the application process for nonprofit agencies. On February 17, representatives from each of the three governments held a meeting for nonprofit human service agencies to distribute application packets and information about the funding process. Agencies requesting funding must complete a comprehensive written application form, submit budget information and annual audit. Each agency attends a hearing to present its proposal and respond to questions from the Human Services Advisory Board. The Chapel Hill and Carrboro Human Services Boards held joint hearings for the agencies applying to both towns. The hearings were held each week from April 11 through May 16. The Chapel Hill Human Services Advisory Board also met on May 23 to hear proposals from agencies only applying to the Town of Chapel Hill. 

 

On June 1 the Human Services Advisory Board held a meeting to formulate recommendations for the 2005-2006 performance agreements. Recommendations for funding this year total $225,000 for 42 agencies. The attached appendix provides brief information on the mission of each agency, funds requested, and the services that the Board recommends for Town funding.

 

RECOMMENDATION

 

Human Services Advisory Board’s Recommendation: That the Council adopt the attached resolution authorizing the Manager to develop performance agreements with human service agencies as recommended by the Board.

BE IT FURTHER RESOLVED that the Council hereby approves, and authorizes the Manager to execute on behalf of the Town, agreements with the above agencies for services described in the Human Services Advisory Board’s appendix.

APPENDIX

 

HUMAN SERVICE PROGRAM RECOMMENDATIONS

 

The appendix includes the mission of each agency, amount requested and the Human Services Board’s recommendation.

 

A HELPING HAND

A Helping Hand has identified the following goals; to enable senior citizens to live independently, maintain high levels of wellness and avoid institutionalized care. Services include accessibility to health care, mobility assistance, medication reminders, adequate nutrition and a safe home environment.

Request:  $2,500

 

Recommendation: Funding of $2,500 to provide subsidies to assist low-income senior citizens and disabled adults that are Chapel Hill residents. 

 

 

ADOLESCENT PREGNANCY PREVENTION COALITION OF NC

The mission of APPCNC is to lower the rate of teen pregnancy in Orange County and North Carolina. The program offers training to youth-serving providers to expand their capacity to implement teen pregnancy prevention education.

Request:   $1,500

 

Recommendation: Funding of $1,500 to be used for teen pregnancy prevention training and guidance in implementing programs for providers who serve youth in Chapel Hill.

 

 

ALLIANCE OF AIDS SERVICES - CAROLINA

The Alliance's mission is compassionate and non-judgmental care, prevention, education and advocacy for people living with HIV/AIDS, their loved ones, caregivers and the community at large.

Request:   $1,500

 

Recommendation: Funding of $1,500 to the Alliance for services to Chapel Hill clients this year.

 

 

ALTERNATIVE SENTENCING

Orange and Chatham Alternative Sentencing provides written individualized reports to the judge at the sentencing hearing for offenders and recommends structured sentencing plans.

Request:   $4,000

 

Recommendation:  Funding of $4,000 for services to Chapel Hill residents.

 

AMERICAN RED CROSS

The American Red Cross identifies its mission as providing relief to victims of disasters and to help people to prevent, prepare for and respond to emergencies.

Request:   $7,500

 

Recommendation: Funding of $1,000 this year to provide disaster relief and HIV/AIDS 

training to low-income residents in Chapel Hill.

 

 

BIG BROTHERS BIG SISTERS OF DURHAM AND ORANGE COUNTIES

The mission of Big Brothers Big Sisters is to provide adult mentors to children who live in single parent homes or other children n need of a secondary role model.

Request:   $10,000

 

Recommendation: The Board recommends funding of $4,000 to support the mentoring program for children from Chapel Hill.

 

 

CAROLINA ALUMNI FOUNDATION

The Carolina Alumni Foundation mission is to provide career planning, athletic development and improve opportunities for at risk youth.

Request:   $15,000

 

Recommendation: The Board recommends no funding this year for Carolina Alumni Foundation. The Board offered suggestions for collaboration with existing programs and further development of the agency’s structure. Following these measures, the Board suggested the agency consider submitting an application next year.                                                

 

 

CHARLES HOUSE

Charles House is a private nonprofit agency whose mission is to care for older adults with disabilities, providing enriching social and recreational activities during daytime hours; to provide respite, counseling referrals, and educational services for family caregivers, and to advocate for and support development of a system of community eldercare alternatives.

Request:   $6,500

 

Recommendation: Funding of $6,500 to subsidize adult day care services for client families from Chapel Hill.

 

 

CHILD CARE SERVICES ASSOCIATION

Child Care Services is a nonprofit agency that promotes affordable, accessible high quality childcare for all children and families.

Request:   $10,000

 

Recommendation: Funding of $10,000 for childcare scholarships for Chapel Hill children from low to moderate-income families.

 

 

 

COMMUNITIES IN SCHOOLS IN ORANGE COUNTY

Communities in Schools of Orange County coordinates the delivery of services to youth and their families to help children learn, stay in school and prepare for life. The program connects students to community resources, provides students and parents a support system and provides opportunities that promote positive academic experiences.

Request:   $6,000

 

Recommendation: Funding of $5,500 to provide individualized academic support and connections to community resources for Chapel Hill youth in the CIS program.

 

 

COMMUNITY SCHOOL FOR PEOPLE UNDER SIX

The Community School for People Under Six has a mission to provide high quality childcare to all children specifically low and middle-income families. Community School offers a multi-cultural, community-based program for Chapel Hill families.

Request:   $8,500

 

Recommendation: Funding of $8,500 to provide childcare services to low income Chapel Hill families through scholarships.

 

CORNUCOPIA HOUSE

The mission of Cornucopia House is to provide a nurturing environment where patients, families, and others can gather to share and receive support, resources, and education to cope with cancer.

Request:   $5,000

 

Recommendation:  The Board recommends funding in the amount of $4,000 to support the resource center, education and outreach programs.

 

DISPUTE SETTLEMENT CENTER

Dispute Settlement Center is an agency whose mission is to promote the peaceful settlement of disputes and to prevent the escalation of conflict through mediation, facilitation, conciliation, and training.

Request:   $8,800

 

Recommendation: Funding is recommended in the amount of $8,800 to serve Chapel Hill residents in the following programs: youth conflict resolution training for public housing residents; free and sliding scale mediations, juvenile victim-offender mediation and parent-teen trainings.

 

DUKE COMMUNITY HOSPICE SERVICES

The mission of Duke Community Hospice is to provide innovative, thoughtful care, using an interdisciplinary team approach to achieve the best possible outcomes for the patients, families and communities they serve. They provide medical, psychosocial, spiritual and bereavement care for terminally ill patients and their families.

Request:   $5,000

 

Recommendation: Funding of $3,300 to provide care for indigent residents of Chapel Hill and to provide bereavement services and programs within the schools.

 

 

EL CENTRO LATINO

The mission of El Centro Latino is to improve the quality of life for Latinos in Orange County by providing social and educational services, community development, advocacy and opportunities.

Request:   $7,500

 

Recommendation: The Board recommends funding of $6,000 to El Centro Latino to provide services such as information and referral, educational and support services to the Latino community and those that serve them.

 

 

EL FUTURO

The mission of El Futuro is to address the behavioral health needs of North Carolina’s Latino community by promoting behavioral health awareness, enhancing existing services, and developing a model clinic.

Request:   $5,000

 

Recommendation:  Funding of $2,500 to provide behavioral health services to Latino adults and children living in and around Chapel Hill.

 

FAMILY COUNSELING SERVICE (CHANGE)

The mission of Family Counseling Service is to provide accessible and effective mental health treatment, counseling, education and supportive services to strengthen individuals and families. The CHANGE program is a state approved treatment program for domestic violence offenders.

Request:   $3,500

 

Recommendation: The Board recommends funding in the amount of $3,500 to serve participants from Chapel Hill.

 

FAMILY VIOLENCE PREVENTION CENTER

The mission of the Family Violence Prevention Center (FVPC) is to prevent and end family violence through community education. and provision of direct services including emergency assistance, case management and court advocacy.

Request:   $15,000

 

Recommendation:  Funding of $15,000 for the provision of domestic violence services including a 24-hour hotline, in-office counseling, support groups, court advocacy, outreach and community education.

 

FOOD BANK OF CENTRAL AND EASTERN NORTH CAROLINA

The mission of the Food Bank is “harnessing and supplying resources so no one goes hungry in central and eastern North Carolina.”

Request:  $5,000

 

Recommendation:  The Board recommends funding of $2,000 to support distribution of nutritious food to 14 Food Bank partner agencies in Chapel Hill serving low-income individuals and families.

 

FREEDOM HOUSE

Freedom House provides extended care, transitional living and outpatient services to promote recovery from the disease of addiction and co-occurring mental illness. Freedom House provides halfway house/treatment services, non-hospital medical detox, acute SA stabilization and transitional living services.

Request:   $15,000

 

Recommendation: The Board recommends funding of $15,000 for day-to-day residential programming needs for substance abuse treatment services for Chapel Hill residents.

 

 

FRIENDS OF TRIANGLE SENIORS AND FOOD ASSISTANCE (FTSFA)

FTSFA help senior citizens in the Triangle with a variety of tasks which they are physically unable or need assistance to perform.  FTSFA’s other mission is to provide food to individuals and families in the Triangle who are in need.

Request:   $625

 

Recommendation:   The Board recommends $625 for services to low income Chapel Hill residents.

 

 

HILLSBOROUGH EXCHANGE CLUB FAMILY CENTER

The Hillsborough Exchange Club Family Center’s mission is to prevent child abuse by enhancing positive parenting through the provision of educational and supportive programs that build upon the strengths of our families and communities.

Request:  $8,633

 

Recommendation:  Funding of $1,000 to support services in the Parent Aide Project, community awareness and parenting classes for Chapel Hill residents.  

 


 

HOPELINE, INC.

Hopeline, Inc. is a crisis intervention and suicide prevention help line which provides caring, non-judgmental listening and resource information for Orange, Durham and Wake counties 24 hours a day.

Request:   $1,000

 

Recommendation:  Funding of $1,000 for crisis services, training and operation this year.

 

 

INTER-FAITH COUNCIL

The Interfaith Council for Social Service (IFC) has identified as its mission to meet basic needs and help individuals and families achieve their goals. The primary goals are to provide emergency shelter, food, direct services, advocacy and information to people in need.

Request:   $7,500

 

Recommendation: The Board recommends funding of $7,500 this year for support to emergency shelter, longer-term housing, food, crisis intervention and other IFC services.

 

 

KIDSCOPE

The KidSCope program is an early intervention program whose mission is to provide specialized services to young children who are experiencing social, emotional, and/or behavioral difficulties.

Request:   $5,000

 

Recommendation: Funding of $4,000 is recommended to provide educational and therapeutic mental health services to preschool age children and families residing in Chapel Hill.

 

MENTAL HEALTH ASSOCIATION IN ORANGE COUNTY

The mission of the Mental Health Association is to promote positive mental health among the residents of Orange County through advocacy, education, collaboration and service.

Request:   $10,000

 

Recommendation: Funding of $8,425 for the Compeer program to match volunteers with adults with severe and persistent mental illness, the Peer Bridger program to support adults with mental illness in transition from hospitalization to the community and the Family Advocate Network.

           

MIDDLE SCHOOL AFTER SCHOOL PROGRAM (CIS-OC)

Communities in Schools of Orange County is the nonprofit agency that serves as the fiscal agent for funds to support the Middle School After School program in Orange County. The mission of the program is to provide positive educational, social, and recreational activities for middle school students.

Request:   $28,500

 

Recommendation: The Board recommends funding of $26,500 for this year.

 

ORANGE COUNTY DISABILITY AWARENESS COUNCIL

Orange County Disability Awareness Council is a nonprofit, volunteer citizen’s action group dedicated to ensuring that all citizens with disabilities enjoy equal access to every aspect of life in the community.

Request:   $5,500

 

Recommendation: Funding of $1,000 is recommended this year for training workshops, informational forums, assistive technology, annual awards ceremony and other program costs.

 

ORANGE COUNTY LITERACY COUNCIL

The mission for the Orange County Literacy Council is to assist adults in improving their literacy skills in order to achieve their employment, community, family and life goals. Request:   $8,800

 

Recommendation: The Board recommends funding of $8,000 for the adult literacy program that provides individualized and small group instruction. The funds will serve Chapel Hill residents.

 

 

ORANGE COUNTY PARTNERSHIP FOR YOUNG CHILDREN

The mission of the Partnership is to ensure that all young children arrive at school healthy and ready to succeed. The Partnership is the administrator for the Smart Start Early Childhood Initiative.

Request:  $1,500

 

Recommendation: The Board recommends $1,500 to support the Community Collaborative Initiative Program that will serve Chapel Hill residents.

 

 

ORANGE COUNTY RAPE CRISIS CENTER

The mission of the Orange County Rape Crisis Center is to stop sexual violence and its impact through support, education, and advocacy. The Center provides direct services through a 24-hour crisis line, support groups and community education.

Request:   $12,600

 

Recommendation: Funding of $12,600 for services to support survivors of sexual violence and educational programs for Chapel Hill residents this year.

 

 

ORANGE ENTERPRISES

The mission of Orange Enterprises is to maximize vocational potential from the beginning of work until retirement for persons who have employment barriers.

Request:   $5,000

 

Recommendation: Funding of $4,000 for vocational services to Chapel Hill residents.

 

 

PIEDMONT WILDLIFE CENTER

Piedmont Wildlife Center’s mission is to support North American wildlife and their habitat through rehabilitation, education, public awareness, and scientific study, with emphasis given to wildlife and wilderness of the North Carolina Piedmont.

Request:   $1,000

 

Recommendation: Funding of $500 is recommended for Educational Outreach Program serving youth in Chapel Hill.

 

 

PLANNED PARENTHOOD

Planned Parenthood of Orange and Durham Counties provides educational and health care services aimed at reducing the incidence of unwanted pregnancy, AIDS, and other sexually transmitted infections especially among teens and low-income men and women.

Request:   $1,500

 

Recommendation: Funding of $1,500 for education services for Chapel Hill teens is recommended. Specifically, the funds will help support the Joven a Joven peer education group for Latino youth.

 

 

THE ARC

The Arc works with and for people who have or are at risk for developmental disabilities to promote full participation in all areas of life in our community. The Arc works toward this mission through advocacy, education, and collaboration and quality supports.

Request:   $11,500

 

Recommendation: Funding of $11,000 for Toddlers in Action, a parent participation movement play program for toddlers and also for services for after school and summer activities for youth with development disabilities.

 

 

THE ARTSCENTER

The Artscenter nourishes the arts, creativity and community through education performance and exhibition. The Artscenter is seeking funds to support youth programs.

Request:  $10,000

 

Recommendation: The Artscenter sought funding from the Town Council directly and expects to be funded through other sources. The Board recommends no funding from the human services budget.

 


 

THE LEAFLIGHT

The Leaflight is an educational and scientific, charitable and religious non-profit corporation whose mission is sustainable development. The activities of the agency include research, education, planning and policy.

Request:   $1,500

 

Recommendation:  The Board recommends $1,000 funding this year to help limited resource households on food stamps obtain access to healthy nutritious food.

 

 

THE WOMEN’S CENTER

The mission of the Women’s Center is to support Triangle area women in achieving their personal and professional goals through information, education, referral and support services.

Request:   $21,117

 

Recommendation:  Funding of $13,000 for services to low-income Chapel Hill residents including: Community Education and Support Services; Financial Counseling; Information and Referral; Legal Information Services, and Women in Transition program.

 

 

TRIANGLE RADIO READING SERVICE

The purpose of Triangle Radio Reading Service is to provide current news, information and entertainment from the print media to blind, visually impaired and physically disabled people 24 hours a day on an audio network of radio, television and cable.

Request:   $3,750

 

Recommendation: Funding in the amount of $3,750 for services to Chapel Hill residents.

TRIANGLE RESIDENTIAL OPTIONS FOR SUBSTANCE ABUSERS

TROSA is a two-year substance abuse recovery program with the mission “to assist in changing lives and increasing law-abiding behavior by providing a self-supporting, two-year, residential self-help community serving offenders and substance abusers at no cost to the individuals.”

Request:   $5,000

 

Recommendation:  Funding of $2,000 is recommended for substance abuse treatment services to Chapel Hill residents.

 

UNC DEPARTMENT OF PSYCHIATRY- OUTREACH PROGRAM

The Outreach Program of UNC Psychiatry maintains a psychiatric outreach program for the homeless and medically indigent of Orange County. The outreach clinic operates within the IFC Community House and helps mentally ill individuals who need treatment. The program serves residents of IFC as well as other homeless individuals.

Request:   $3,500

 

Recommendation:  The Board recommends funding of $3,500 to support the case management services for the Outreach Program.

 

VOLUNTEERS FOR YOUTH

Volunteers For Youth, Inc. is a youth serving organization, meeting the needs of delinquent and high-risk young people in Orange County through a one-on-one volunteer program, a community services program and a youth and family counseling program.

Request:   $5,000

 

Recommendation:  Funding of $5,000 to Volunteers for Youth to support the community services and restitution program, mentoring program and Teen Court.

 

WOMEN’S COUNSELING SERVICES

Women’s Counseling Services is a start-up agency with a mission to assure access to appropriate, quality mental health services for all women. The program expects to focus on those women who have difficulty accessing services due to cultural, financial or language barriers.

Request:   $5,000

 

Recommendation: The Board recommends $1,000 to Women’s Counseling Services.

 

YOUTH CREATING CHANGE

Youth Creating Change and Pa’Lante submitted a joint application this year seeking support for their collaboration on a teen center. The goals for the program include providing a safe place for teens of different ethnic backgrounds to socialize, participate in community-building activities and develop career and leadership skills.

Request:   $13,500

 

Recommendation:  Funding of $1,500 is recommended this year for Youth Creating Change for operation of the teen center.
