SUBJECT:       Project Ordinance for a 2005-06 Transportation Planning Grant

The attached ordinance would establish a project budget for a transportation planning grant for 2005-2006.

 

BACKGROUND

 

The Town has requested federal and State transportation planning funds, known as Section 5303 funds. These funds are awarded to the Town of Chapel Hill under a larger Section 5303 planning grant administered by the City of Durham.  As the lead city for the Urbanized Area, the City of Durham distributes these funds to the smaller agencies.

 

DISCUSSION

 

Federal Transit Administration Section 5303 planning funds have been allocated to Chapel Hill in the amount of $98,490 and will be used for general program support and technical assistance of the Town’s Transportation Planning staff.  Tasks to be performed include:

 

·        to collect data on the operations and ridership of the Chapel Hill Transit system,

·        to maintain and modify maps of Chapel Hill Transit routes using GIS technology,

·        to participate in the revision to the Triangle Regional Model and further refinement of the mode split procedures and transit element,

·        to collect data on travel behavior of transit riders,

·        to revise the 2030 transit plan as part of the development of the 2040 Long Range Plan,

·        to update the Chapel Hill Transit Short Range Transit Plan,

·        to develop and monitor the annual planning work program,

·        to prepare the 2007-2013 TIP, and

·        to prepare analysis of feasibility of projects for inclusion in the TIP.

 

The City of Durham will pass through 90 percent ($88,641) in planning project funds from the Federal Transit Administration and the N.C. Department of Transportation.   The Town will provide the local match of 10 percent ($9,849) for this project, from funds budgeted for this purpose in the Transportation Department budget.

 

 

RECOMMENDATION

 

That the Council enact the attached budget ordinance.


 

AN ORDINANCE ESTABLISHING A PROJECT BUDGET FOR A TRANSPORTATION GRANT (2005-06-27/O-7)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project ordinance is hereby adopted:

 

SECTION I

 

The project authorized is a Transit Planning Grant, more specifically known as a Federal Transit Administration Planning Program Section 5303, awarded through an agreement with the City of Durham.  The project provides funds for transit planning activities.

 

SECTION II

 

The Manager of the Town of Chapel Hill is hereby directed to proceed with the implementation of the project within the terms of the grant agreement executed with the Federal Transit Administration, the North Carolina Department of Transportation, and the City of Durham and within the funds appropriated herein.

 

SECTION III

 

The following revenue is anticipated to be available to the Town to complete activities as outlined in the project application.

SECTION V

 

The Manager is directed to report annually on the financial status of the project in an informational section to be included in the Annual Report.  He shall also keep the Council informed of any unusual occurrences.

 

SECTION VI

 

Copies of this project ordinance shall be entered into the Minutes of the Council and copies shall be filed within 5 days of adoption with the Manager, Finance Director and Town Clerk.
