SUMMARY OF COMMENTS RECEIVED

On Changes in Gross Receipts Based Privilege Licenses

1.            The new privilege license charges are too high.

2.            The increase is too much on a percentage basis, as much as $1,000%.

3.            Privilege licenses charges are unfair.

4.            Profit margins have decreased for local businesses and so an increase in privilege licenses charges is harmful to businesses.

5.            There is no relationship between gross receipts and net profits.

6.            Privilege licenses charges are high in comparison with nearby communities for businesses with gross receipts of $500,000.

7.            The Chamber of Commerce and the business community did not receive sufficient notice about the possible change in the privilege license charges.

8.            Notice of Public Hearings in the Chapel Hill News is insufficient.

9.            The Town Council should reconsider privilege licenses charges.

10.        Consider a mechanism for charging all businesses, including non profits, a flat rate for privilege licenses.

11.        Some inquiries were made about the nature of specific businesses and the charges related to those businesses.
