subject:      Acceptance of Child Safety Seat Grant

PURPOSE

 

The purpose of this report is to authorize the acceptance of grant funds in the amount of $1,710 from the North Carolina Department of Insurance/Office of State Fire Marshal and the Governor’s Highway Safety Program.  The grant would be used for equipment and supplies for the Child Car Seat Checking Station at Fire Station 2.

 

BACKGROUND AND DISCUSSION

 

The Chapel Hill Fire Department has housed a Child Car Seat Checking Station at Fire Station 2 in the Glen Lennox area of Chapel Hill for two years.  The operating hours are Wednesdays from 3:00 - 6:00 p.m.  A crew which will be last out on emergency calls is scheduled to staff the child car seat checking station during this time.  The Chapel Hill Fire Department also accepts requests for car seat installations at any time a trained employee is available to provide the service.

 

The Child Car Seat Checking Station was established in conjunction with Orange County SAFEKIDS, the University and the Chapel Hill Fire Department to provide child passenger safety education to citizens in the Chapel Hill area.  In 2004, 331 child passenger safety seats were installed.

 

The total amount of funds awarded for equipment and supplies is $1,710.  These funds will be used to purchase two service tents ($800 each) and expendable supplies.

 

RECOMMENDATION

 

We recommend that the Council adopt the attached resolution authorizing acceptance of the grant from the North Carolina Department of Insurance/Office of State Fire Marshal and the Governor’s Highway Safety Program.  We also recommend that the Council enact the attached ordinance establishing project accounts for the grant.


 

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE NORTH CAROLINA DEPARTMENT OF INSURANCE/OFFICE OF STATE FIRE MARSHAL AND THE NORTH CAROLINA GOVERNOR’S HIGHWAY SAFETY PROGRAM CONTRIBUTION (2005-09-26/R-8)

 

WHEREAS, the North Carolina Department of Insurance/Office of State Fire Marshal and the Governor’s Highway Safety Program has made funds available to purchase equipment and supplies for the Child Car Seat Checking Station at Fire Station 2 to continue our outreach to the community in educating them on child passenger safety during inclement weather and the summer season; and

 

WHEREAS, the Town’s award in the amount of $1,710 has been approved by the North Carolina Department of Insurance/Office of State Fire Marshal and the Governor’s Highway Safety Program;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to accept the aforementioned contribution and to make all necessary assurances.

AN ORDINANCE TO AMEND “THE ORDINANCE CONCERNING APPROPRIATIONS AND THE RAISING OF REVENUE FOR THE FISCAL YEAR BEGINNING JULY 1, 2005” (2005-09-26/O-3)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2005” as duly adopted on June 27, 2005 and the same is hereby amended as follows:
