subject: Budget Amendment for Parks and Recreation Capital Projects

The purpose of this report is to present a budget ordinance for Council consideration to account for two projects approved by the Council in the 2005-06 budget. The attached ordinance would increase budgets for the Carolina Sport Art and Pritchard Park projects.
In June 2005, the Council approved a Capital Improvement Program that included two projects that were proposed to be funded from lease payments. The Carolina Sport Art gymnastics school lease payments are expected to total $14,000 and the lease of parking spaces on Pritchard Park are expected to total $20,000.
These projects are in the Town’s multi-year capital project fund, which is administered separately from the annual capital project fund. Although the Council approved the allocation of lease payments to these multi-year projects in June 2005, we inadvertently omitted them from the September 12, 2005 budget ordinance that allocated funding for the annual fund projects.
Carolina Sport Art Funds: It is our intention to use the funds allocated for the Carolina Sport Art project to improve drainage around the building, replace a sidewalk that currently floods, and install gutters and rainspouts.
Pritchard Park Funds: These funds would be designated for the Pritchard Park Art Garden project currently anticipated to be built in the vicinity of Library Drive.
Manager’s Recommendation: That the Council enact the attached Budget Ordinance which would increase the budget of the Carolina Sport Art project by $14,000 and the Pritchard Park project by $20,000 from lease payments.
AN ORDINANCE TO AMEND THE CAPITAL PROJECTS ORDINANCE FOR VARIOUS CAPITAL PROJECTS (2005-10-10/O-4)
BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the capital projects ordinance for various capital projects funded from a variety of sources is hereby amended as follows:
The capital projects as authorized by the Town Council includes various capital projects funded from grants, the Capital Improvements Program funds, and other miscellaneous sources of revenue for a variety of projects extending beyond one fiscal year.
The Manager of the Town of Chapel Hill is hereby directed to proceed with implementation of these projects within terms of funds appropriated here.
Revenues anticipated to be available to the Town to complete the project are hereby amended as follows:

SECTION V
The Manager is directed to report annually on the financial status of the project in an informational section to be included in the Annual Budget, and shall keep the Council informed of any unusual occurrences.
SECTION VI
Copies of this projects ordinance shall be entered into the Minutes of the Council and copies shall be filed within 5 days of adoption with the Manager, Finance Director and Clerk.
