2004-2005 SIDEWALK CONSTRUCTION PLAN MASTERLIST (Approved 01/24/05)

 

 

Town-maintained and the State-maintained sidewalks projects for

2004-2005 (See Attached Location Map)

 

1.      Town-Maintained Streets:

 

1  Legion Road (north side) approximately opposite Turnberry Lane

Comment: On October 11, 2004, the Town Council approved use of residual Capital Improvements Program funds from 2003-04, to construct missing sections of sidewalk on Legion Road as funding permits.

Status: Completed by Town crews.

 

2  Legion Road (south side) beginning opposite intersection with Europa Drive (in front of Legion Post)

Comment: On October 11, 2004, the Town Council approved use of residual Capital Improvements Program funds from 2003-04, to construct missing sections of sidewalk on Legion Road as funding permits.

Status: Completed by Town crews.

 

3  West .Rosemary Street (south side) at Roberson Street:

Comment: The project required the relocation of a utility pole and the realignment of overhead traffic signals. Community Development Program funds were used for this project.

Status: Completed by Town crews. This project was combined with Project #7.

 

4.  East Rosemary Street (north side) 157 E. Rosemary Street to Henderson Street (Bub O’Malleys and corner parking lot).

Comment: This sidewalk is located in a local historic district and adjacent a national register historic district. It has an existing Chapel Hill gravel sidewalk. Typically the Historic District Commission would consider this proposal for its appropriateness in the historic district. No

sidewalk on Henderson Street in this location either (missing 50 feet).

Status: No Action Pending Wallace Deck Development.

 

5. Legion Road intersection with Ephesus Church Road

Comment: On October 11, 2004, the Town Council approved use of residual Capital Improvements Program funds from 2003-04, to construct missing sections of sidewalk on Legion

Road as funding permits. The scope of work in this short section includes drainage improvements and a commercial driveway apron.

Status: Construction by Town crews Fall 2005.

 

6. Curtis Road west side from Clayton Road to Elliott Road

Comment: This project would impact one property by cutting into an existing sloping front yard.

Status: Completed by Town crews.

 

7.  West Rosemary Street, south side at S. Graham Street

Comment: An easement is required. The Council has previously indicated that completing Rosemary Street is a high priority. Eligible for Community Development funds.

Status: Completed by Town crews. This project was combined with Project #3.

 

8.  West Rosemary Street, north side, west of Church Street

Comment: An easement is required. The Council has previously indicated that completing Rosemary Street is a high priority.

Status: Under Review

 

9.  West Rosemary Street, north side, east of Church Street

Comment: In the past, property owners have not agreed to provide an easement. The Council has previously indicated that completing Rosemary Street is a high priority. Eligible for Community Development funds.

 

Status: Property owner is considering improvements. No action at this time.

 

 

10.  West Rosemary Street, north side, east of intersection with Mitchell Lane. (Tate’s Yard)

 

Comment: An easement is required. The Council has previously indicated that completing Rosemary Street is a high priority.

Status: Prepare a design and approach property owner.

 

11.  Westminster Drive, north side, east and west of Banks Road

Comment: Project scope extended June 2005, to include west side of Banks Road.

Status: Under construction by Town crews.

 

12.  Ransom Street, east side from McCauley to University Drive.

Comment: Replace existing Chapel Hill gravel sidewalk with brick sidewalk. Certificate of appropriateness granted by Historic District Commission August, 2005.

Status: Contracted out for construction, fall 2005.

 

13.  Prestwick Road, north side at rear of shopping center

Comment: Provide link to Glenwood Elem. School through shopping center. An easement is required.

Status: Under Review.

 

14.  Cameron Avenue, north side, northeast corner at Merritt Mill Road

Comment: There is an existing Chapel Hill gravel sidewalk in this location. The University has constructed a parking lot in this location.

Status: Under Review.

 

 

15.  Vance Street, south side Ransom Street to Pittsboro Street

Comment: Replace existing Chapel Hill gravel sidewalk with brick sidewalk. Certificate of appropriateness granted by Historic District Commission August, 2005.

Status: Contracted out for construction, fall 2005.

 

16.  Kenan Street, east side, Cameron Avenue to Franklin Street.

Comment: Replace existing Chapel Hill gravel sidewalk with brick sidewalk. Certificate of appropriateness granted by Historic District Commission August, 2005.

Status: Contracted out for construction, fall 2005.

 

17.  Kingston Drive, east side, south from Weaver Dairy Road

Status: Under Review.

 

18.  West University Drive, south side from Ransom Street to Westwood Drive

Comment: The project is partially located in an historic district, and partially abuts an historic district. Typically the Historic District Commission would consider this proposal for its appropriateness in the historic district.

Status: Under Review.  

 

19.  Hamilton Road, east side from Cleland Drive to Flemington Road

Comment: Provides connection to existing off-road path which runs parallel to Fordham Boulevard and connects Cleland Drive with Estes Drive. 

Status: Under Review.

 

20.  Flemington Road, Hamilton Road to Hayes Road

Status: Under Review.

 

21.  North Street, north or south side, Martin Luther King Jr.Boulevard to Henderson Street

Comment: Intersection of North Street and Henderson Street is located in a historic district. Typically the Historic District Commission would consider this proposal for its appropriateness in the historic district. The project would impact on front yards and trees. Easements will be required.

Status: Under Review.

 

22.  Piney Mountain Road, north side, Forest Creek Drive to Priestly Circle Drive

Comment: There is an existing sidewalk on south side of street. A sidewalk here may impact existing trees.

Status: Under Review

 

23.  Umstead Drive, south side, Village Drive to Estes Drive extension.

Status: Under Review.

 

2.      State-Maintained Streets

 

* 1.  Martin Luther King Jr.Boulevard west side north and south of Northfields Drive

Comment: Seeking to link this project to scheduled NCDOT work to install a stop light at Northfields Drive which is required in accordance with a stipulation for the development of Chapel Ridge Apartments. On September 27, 2004, the Council received the NC 86 study, which makes recommendations for improvements to Martin Luther King Jr.Boulevard.

 

Status: Work can be done as a project independent from planned improvements between Estes Drive and Homestead Road. Project is not prejudicial to longer term improvements envisioned in NC 86 study. Design sent to NCDOT June 2005.

 

2.  Fordham Boulevard, west side from Ephesus Church Road to Elliot Road

Comment: This sidewalk would link neighborhoods to the Eastgate Shopping Center, Village Plaza and the Booker Creek Greenway.

Status: Under Review, (no new STP DA funds until after October 2007).

 

3.  Estes Drive, south side from Franklin Street to Willow Drive

Comment: This sidewalk would connect the existing sidewalks on Franklin Street with worn paths to the Community Center.

Status: Design sent to NCDOT June 2005. Contract out for construction, fall 2005.

 

4.  Homestead Road, south side from Southern Orange Human Services to Shelter

Comment: This sidewalk would connect the women’s shelter to the existing sidewalk at the Southern Orange Human Services Center. Consider future phase to extend sidewalk to intersection with Weaver Dairy Road extension.

Status: Required as a stipulation for current Senior Center Special Use Permit.

 

5.  ** Culbreth Road, both sides between Channing Lane and US 15-501 South.

Comment: This sidewalk would link the proposed Morgan Creek Greenway and the existing sidewalks on Culbreth Road to South Columbia Street. South Columbia Street is scheduled for State funded improvements including sidewalks in 2007.

Status: STP DA funds granted by DCHCMPO May 05. Contract out for construction, fall 2005.

 

6. **Fordham Boulevard, east side, at northeast corner intersection with Estes Drive.

Comment: This would provide a sidewalk in place of a worn dirt path to an existing pedestrian signal crossing.

Status: STP DA funds granted by DCHCMPO May 05. Design sent to NCDOT June. Contract out construction, fall 2005.

 

7.  NC 54, south side west of intersection with Finley Golf Course Road

Comment: This sidewalk would complete a short missing link in otherwise continuous facility to connect the existing sidewalk along NC Highway 54 to the shopping center and the existing off-road path to Meadowmont and the Friday Center.

Status: Under Review.

 

* 8. Culbreth Road, south side, between Cobble Ridge Drive and Rossburn Way

 

Comment: This project connects existing sidewalks in Chapel Hill and Carrboro along the south side of Culbreth Road leading to the middle school. It would connect those sidewalks to the sidewalk to be constructed on Smith Level Road leading to the new high school.

Status: Design sent to NCDOT June 2005. Seeking an easement from property owner. Contract out construction, fall 2006.

 

*Direct Allocation Funds for 05/06 approved.

** Direct Allocation funds for 06/07 and 07/08approved
