A RESOLUTION PROVIDING THE DURHAM-CHAPEL HILL-CARRBORO TRANSPORTATION ADVISORY COMMITTEE WITH RECOMMENDATIONS AND COMMENTS ON THE 2006-2012 METROPOLITAN TRANSPORTATION IMPROVEMENT PROGRAM (2005-10-10/R-8.1)

WHEREAS, the North Carolina Department of Transportation has adopted a 2006-2012 State Transportation Improvement Program; and

WHEREAS, the Durham-Chapel Hill-Carrboro Transportation Advisory Committee has adopted a 2006-2012 Metropolitan Transportation Improvement Program; and

WHEREAS, the State has declined to approve the Metropolitan Transportation Improvement Program due to differences between project schedules and project descriptions in fiscal years 2006, 2007, and 2008;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council provides the Transportation Advisory Committee with the following comments and recommendations:

• The South Columbia Street project should schedule right-of-way for FY 2007 and construction in FY 2009. The State should provide the Town with a firm schedule for the purchase of right-of-way and construction for this project.

• Funding for the Chapel Hill Signal System should be included in FY 2009. Options for accelerating the funding for this project should be reviewed with the State as part of the development of the 2007-2013 Transportation Improvement Program.

• The project description for the Seawell School Road project should be revised to remove pedestrian facilities. Discussions with the Department of Transportation to incorporate pedestrian facilities into this project should be initiated as soon as possible.
