INTRODUCTION
This update is provided as a clarification for circumstances and/or recommendations that have since the Original Staff Report (Attachment 2) was composed and reviewed by Advisory Boards, with detailed discussion below. Changes are also noted in the respective sections of the original Staff Report to correspond to discussions in this update. We believe that the applicant is in agreement with each of the recommended changes, except where noted.
Development Description
The original staff report indicated that the applicant was seeking approval to construct a 26,313 square foot Aquatic Center. During Advisory Board review the applicant asked to add 1,087 square feet to the proposed floor area. All resolutions include the additional floor area and stipulate approval to allow a 27,400 square-foot Aquatics Center at the park.
Transportation Issues
Bicycle Racks: The original Staff Report recommended 40 bicycle parking spaces. The Bicycle and Pedestrian Advisory Committee recommended that the applicant provide 48 bicycle parking spaces and the Planning Board recommended that the applicant provide 60 spaces. We recommend that the applicant provide a minimum of 60 bicycle parking spaces, as recommended by the Planning Board, to reflect the Town’s efforts to promote bicycle access to the park and the Aquatic Center. Resolution A includes a stipulation requiring a minimum of 60 bicycle parking spaces. Please refer to the Key Issues section in the cover memorandum for additional information.
Miscellaneous Issues
There are a few minor changes throughout the original Staff Report, due to changed conditions or new information. These changes are highlighted with strikethroughs for deletions and underscores for additions to the original text beneath the following heading: “The text below has been changed from the original Staff Report.”
