SUBJECT: Acceptance of Easements from the Chapel Hill/Carrboro City School Board for Town Parks & Recreation Projects

The purpose of this report is to recommend that the Council accept two easements from the Chapel Hill/Carrboro City School Board for Parks and Recreation projects at Meadowmont Park and Southern Community Park. The attached resolution would authorize the Manager to accept the easements on behalf of the Town, subject to their approval as to form and legality. The Manager recommends adoption of the resolution.
On July 3, 1997, the Town Council approved a Special Use Permit for Meadowmont Park that included a picnic shelter near the existing pond.
On May 9, 2005, the Council approved the Special Use Permit application for the Southern Community Park, which included a connection from the park’s main greenway trail to a similar trail on the Scroggs School property.
On November 3, 2005, the Chapel Hill/Carrboro City School Board agreed to grant easements at the Scroggs and Rashkis school sites for the two Town projects.
Trail Connection for Southern Community Park: The Special Use Permit for the Southern Community Park allows the extension of the 10 foot wide paved greenway trail from its current terminus near Scroggs School to Dogwood Acres Drive. Part of the park plan would also involve extending a trail that currently lies to the west of the Scroggs athletic field so that it connects with the planned Southern Community Park’s central greenway trail. The Chapel Hill/Carrboro City School Board has agreed to grant an easement of about 600 square feet in order to allow the Town to make the connection. Please see the attached maps.
Picnic Shelter at Meadowmont Park: The Town’s Special Use Permit for Meadowmont Park requires that a picnic shelter be built adjacent to the pond. The current property line would make it difficult to access the site in a logical and efficient manner. The Chapel Hill/Carrboro City School Board has agreed to grant a permanent easement over about 600 square feet of School Board property to allow the Town to access the picnic site as well as allow access to the corner of the log structure that is partially on the Chapel Hill/Carrboro City Schools property. Manager’s Recommendation: That the Council adopt the attached resolution, which would accept the easements approved by the Chapel Hill/Carrboro City School Board for the Meadowmont Picnic Shelter and Southern Community Park Trail projects.
