Additional Questions

 

Additional questions raised at the November 9, 2005 Public Hearing regarding the University of North Carolina Cogeneration Facility:

 

1.      A citizen inquired if the Council could find out if it is legal for a surveyor to enter private property and survey without that property owner’s consent.

 

Comment: It is our understanding that a surveyor it to give a property owner proper legal notice prior to working on private property. This question was asked in reference to recent surveying activity along McCauley Street, near the Cogeneration Facility. The University has provided additional information related to this activity in Attachment 2.

 

2.      A citizen commented that we did not respond to the suggestion that the University be required to publish the annual Cogeneration Facility Air Emissions Inventory in local newspapers.

 

Comment: This suggestion was previously made at the September 19 Public Hearing and we responded to it in the November 9 Memorandum (Attachment 3). We continue to believe that newspaper publication is not the best means of getting this information to public. We believe that it may not be reasonable for the University to publish the annual Cogeneration Facility Air Emissions Inventory in local newspapers, at over 100 pages long (Attachment 3). We believe the preferable medium for annual publication of this data is the Web. Rather than being available once a year in newspapers, the emissions inventory could be made available continuously, with past years data for comparison purposes, on the Web.

 

The University has volunteered to post the annual Cogeneration Facility Air Emissions Inventory on the University of North Carolina Energy Services website, noted on its main page (currently at http://www.energy.unc.edu/Cogeneration/), retain inventories of prior years on the website, and provide each years annual inventory to the Town on electronic media, such as a CD. We believe that posting the document on the University’s website and providing a copy for Town files would be appropriate. A stipulation to this effect is included in the Manager’s Recommendation, Resolution A.
