SUBJECT:       Request to Close Gimghoul Road and Glandon Drive for Chapel Hill Garden Club Spring Garden Tour on April 8 - 9, 2000

The purpose of this memorandum is to request authorization to close Gimghoul Road and Glandon Drive to facilitate the hosting of the Spring Garden Tour by the Chapel Hill Garden Club to benefit the North Carolina Botanical Garden.

 

The attached resolution would authorize the closing of Gimghoul Road and Glandon Drive from 9:30 AM to 4:00 PM on Saturday, April 8, 2000 and from 11:30 AM to 4:00 PM on Sunday, April 9, 2000 to all non-residents.

 

BACKGROUND

 

The Chapel Hill Garden Club last hosted a Garden Tour in 1997 on Laurel Hill Road.   Off duty Chapel Hill police officers were used to close Laurel Hill Road to all non-resident vehicular traffic in order to provide a safer environment for the pedestrian traffic attending the event.  There were no citizen complaints or major interruptions in the traffic flow through the area.  Similar tours have been held in Chapel Hill approximately once every two years without incident.

 

DISCUSSION

 

The Spring Garden Tour would be a walking tour of private gardens located in the neighborhood bordered by Gimghoul Road and Glandon Drive.  The tour is expected to draw 2,000 or more guests and will benefit the North Carolina Botanical Gardens.  Traffic would be controlled at the intersection of Gimghoul Road and Country Club Drive with all non-resident traffic being directed to continue on Country Club Drive rather than entering Gimghoul Road.  The Garden Club would hire one off duty police officer to route traffic at this intersection.

 

The neighborhood has no through streets and traffic disruption would be negligible.  The only non-residential structure on the affected streets, Gimghoul Castle, is part of the Spring Garden Tour and no other events are planned on these dates.  Residents would be permitted access to all roads. The UNC Athletic Department has not yet finalized its schedule for events on that weekend; however, closure of the affected roads should not impact parking for any UNC events.

 

 

MANAGER’S RECOMMENDATION

 

That the Council adopt the attached resolution closing Gimghoul Road and Glandon Drive from 9:30 AM to 4:00 PM on Saturday, April 8, 2000 and from 11:30 AM to 4:00 PM on Sunday, April 9, 2000.

A RESOLUTION TEMPORARILY CLOSING GIMGHOUL ROAD AND GLANDON DRIVE (CHAPEL HILL GARDEN CLUB SPRING GARDEN TOUR) (2000-1-10/R-12)

 

BE IT RESOLVED by the Council of Chapel Hill that the Council hereby authorizes the closing  of Gimghoul Road and Glandon Road on April 8, 2000 between 9:30 AM and 4:00 PM and on April 9, 2000 from 11:30 AM to 4:00 PM to allow the holding of the Chapel Hill Garden Club Spring Garden Tour.
