SUBJECT:       Bids for the Construction of Phase One - Highway 54 West Park and Ride Lot

The attached resolution would award a contract for the construction of Phase One of the Highway 54 West Park and Ride Lot in the Carrboro Plaza Shopping Center.  This lot is the first of two park and ride lots that we hope to build in the 54 West corridor.

 

BACKGROUND

 

Grant funds from the Federal Transit Administration (FTA) and the North Carolina Department of Transportation (NCDOT) were awarded in February, 1999 and August, 1999, respectively, for the engineering and design and construction of a new 145-space park and ride lot on Old Fayetteville Road behind the Carrboro Plaza Shopping Center.  The park and ride lot project was included in the Town’s 1998-2003 Capital Improvements Program.

 

Specifications were developed and bid notices were distributed to twenty-three (23) prospective bidders and to three (3) minority organizations in North Carolina.  The Notice to Bidders was published in the December 5, 1999 edition of The Chapel Hill Newspaper and the News and Observer and also in the December 9, 1999 edition of The Challenger Newspaper, a minority publication.  Bid notices were sent to nineteen construction companies in the Triangle area. 

 

Six (6) bids were received and publicly opened at 3:00 p.m. on January 13, 2000 and read as follows:

DISCUSSION

 

Because the low bidder was significantly lower than the next bid and we are unfamiliar with the company, we performed some additional research.  The low bidder, Ruston Paving Company is new to the Triangle area.  The Company is based in Syracuse, New York and has a second office in Rochester, New York.  They have been established in that area for 55 years.

 

Ruston Paving Company has been in this area for two years and has an office in Durham, North Carolina.  The Town has contacted four companies, one locally and three in New York, to obtain references on the work performed by Ruston Paving.  All have responded that Ruston Paving performs quality work and that they were satisfied with the company.  The work performed was completed on time and there were no price increases from the original contract.

 

The Town has also contacted the Company’s financial institutions in New York and in Durham.  Both banks have said that Ruston Paving is a company in good standing with a good credit line.

 

Funding for the project will be provided for with eighty percent by the Federal Transit Administration and ten percent by the North Carolina Department of Transportation.  The local share (10%) is currently budgeted for capital match in the Transportation Department’s Capital Reserve Fund.  The construction budget for Phase One is $300,000.

 

Alternate One to the base bid provides for hauling waste dirt from this site to the Old Fayetteville Road extension site.  The land on Old Fayetteville Road extension is owned by the University and has been leased to the Town of Chapel Hill for the construction of another park and ride lot. The haul to Old Fayetteville Road extension would be a savings to the Town of Chapel Hill because it is a shorter haul than to alternative landfills and, therefore, is a deduction in the base bid.  The feasibility of this option will be determined by soil testing prior to construction.  Staff recommends that Alternate One be accepted.

 

RECOMMENDATION

 

That the Council adopt the attached resolution awarding the contract (base bid and alternate one if staff finds it to be feasible) for the construction of Phase One – Highway 54 West Park and Ride Lot to Ruston Paving Company.


A RESOLUTION AWARDING A CONTRACT FOR THE CONSTRUCTION OF PHASE ONE OF THE N.C. 54 WEST PARK AND RIDE LOT (2000-02-14/R-4)

 

WHEREAS, the Council of the Town of Chapel Hill has solicited formal bids by legal notice on December 5, 1999 in accordance with G.S. 143-129 for the construction of Phase One of the 54 West Park and Ride Lot; and

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that a contract for the construction of Phase One of the 54 West Park and Ride lot, in an amount of $293,893.00 be awarded to Ruston Paving Company.
