AGENDA #5b

MEMORANDUM

TO:                  Mayor and Town Council

FROM:            W. Calvin Horton, Town Manager

SUBJECT:       Response to Citizen Petition Regarding Traffic Enforcement on Franklin Street

DATE: February 14, 2000

In a petition presented to the Council on January 10, 2000, Mr. James Coley petitioned the Council to increase enforcement of the speed limit on East and West Franklin Street.

Motor vehicle violations on the major roadways of Town, including Franklin Street, are the principal focus of the Police Department’s Traffic Enforcement Unit.  Since July 1, 1999, seventy-seven traffic citations have been issued to motorists traveling on Franklin Street between Hillsborough Street and Merritt Mill Road.  The majority of the citations were issued for speeding and stoplight violations.

We recognize the risk posed to citizens by vehicles being operated at unsafe speeds.   We will evaluate the signing situation downtown as well as our approach to enforcement in the area while the Police Department continues to concentrate its traffic enforcement efforts on Franklin Street and other roadways where high-risk traffic violations occur.
