The purpose of this memorandum is to forward recommendations to the Council regarding the Community Development Program.

· Item 10a recommends amendment of the 1999 – 2000 Community Development program and reallocate $113,000 of Community Development Program funds as follows:

Sources of Funds

Ø Property Acquisition $ 75,000

Ø Job Training $ 38,000

Proposed Use of Funds

Ø EmPOWERment Inc. (Midway Business Center) $ 60,120

Ø Neighborhood Revitalization $ 52,880

· Item 10b continues efforts to allocate current year Neighborhood Revitalization funds and recommends that the Council budget $185,380 of Neighborhood Revitalization funds for activities as follows:

We have considered proposals received at both public hearings and in writing for this program amendment. The attached Agenda items 10a and 10b offer the Manager’s recommendation for use of Community Development funds.
