SUBJECT: Response to Petition Regarding Installation of Concrete Steps at East Chapel Hill High School

The Silver Creek Homeowners Association, through its president Mr. Neil J. Kuplic, sent the attached petition dated December 16, 1999, to the Mayor and Council requesting that concrete steps be installed from the East Chapel Hill High School parking lot to the concrete sidewalk located in the pedestrian access located between lots #67 and # 68 in Phase Four of the Silver Creek subdivision.
DISCUSSION
We reviewed the area covered in the petition and found that the Homeowners’ Association maintains the pedestrian easement and that the bank where the requested steps would be located is on property owned by the high school. We then contacted Mr. Bill Mullin, Director of Facility Maintenance, with the Chapel Hill/Carrboro School system. Mr. Mullin informed us that he was contacted last year by homeowners requesting this improvement.
Mr. Mullin recently discussed this project with a group of Eagle Scouts and is hopeful that they will undertake this project in cooperation with the school system. In the event they decide not to do so, then he will continue to consider the project along with other funding needs within the school system.
Because the Town does not have maintenance responsibilities either for the pedestrian easement or the area on school property, we suggest that representatives from the Homeowners’ Association continue to work with Mr. Mullin in pursuing this improvement.
