TO:                  Mayor and Town Council

SUBJECT:       Two Resolutions Regarding the Greene Tract

 

DATE:             March 6, 2000

 

Attached are resolutions that would: (1) propose removal of the Greene Tract from the Interlocal Agreement and (2) propose a mediated dialogue with the Orange County Commissioners and the Carrboro Board of Aldermen regarding the Greene Tract.

 

  1. I urge that the whole of the Greene Tract be removed from the Interlocal Agreement and that the transfer of solid waste from Chapel Hill to Orange County go forward as proposed with this change.

 

  1. I propose that the Council, Orange County Commissioners, and Carrboro Board of Aldermen engage in a mediated dialogue regarding the Greene Tract.  This mediation could be conducted by a mediator/facilitator that we jointly engage from outside Orange County.  If the Council, Carrboro, and Orange County agree to this, an agenda could be developed at a later time.

 

RECOMMENDATION

 

I request that the Council adopt the attached resolutions.

A RESOLUTION REMOVING THE GREENE TRACT FROM THE INTERLOCAL AGREEMENT WITH ORANGE COUNTY (2000-03-06/R-6)

 

WHEREAS, the Interlocal Agreement included the Greene Tract as part of the transfer of the Solid Waste Department from Chapel Hill to Orange County; and

 

WHEREAS, the Council has heard public objection to the inclusion of the Greene Tract in the Interlocal Agreement;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council removes the whole of the Greene Tract from the Interlocal Agreement.

A RESOLUTION PROPOSING A MEDIATED DIALOGUE WITH THE ORANGE COUNTY COMMISSIONERS AND THE CARRBORO BOARD OF ALDERMEN REGARDING THE GREENE TRACT (2000-03-06/R-7)

 

WHEREAS, the Council has heard public response to the inclusion of the Greene Tract in the Interlocal Agreement; and

 

WHEREAS, a mediated dialogue is one option for open discussion with the Orange County Commissioners and the Carrboro Board of Aldermen regarding the Greene Tract; and

 

WHEREAS, mediation could be conducted by a jointly-appointed mediator or facilitator from outside Orange County; 

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council recommends a mediated dialogue with the Orange County Commissioners and the Carrboro Board of Aldermen regarding the Greene Tract.
