MEMORANDUM

TO:                  Mayor and Town Council

FROM:            W. Calvin Horton, Town Manager

SUBJECT:            Report on Traffic Data Collection in the Briarcliff/Ridgefield Park Neighborhood

Before the Re-Opening of the Willow Drive Bridge

DATE:             March 27, 2000

This report responds to a petition requesting that traffic counts be performed on certain residential street in the Briarcliff/Ridgefield Park neighborhood before the Willow Drive Bridge was reopened to traffic.

BACKGROUND & DISCUSSION

At its January 24, 2000 meeting, the Council received a petition from Mr. Gary Dwyer of 300 Plum Lane requesting that traffic counts be conducted on streets in the northwest portion of the Briarcliff/Ridgefield Park neighborhood while the Willow Drive Bridge over Little Creek was closed for construction.  The petition suggested that baseline data would be important to support the efforts of a Town-citizen coalition to understand and address traffic concerns in this neighborhood, specifically the volume and nature of cut-through traffic which apparently decreased after the bridge was closed.

The requested traffic counts were performed on February 9, 10, 16, and 17, 2000, at the locations shown on the attached Map 1.  The data provide good baseline information for comparison to conditions with the Willow Drive Bridge opened to traffic.  We believe that the data will be useful to Mr. Dwyer and his neighbors in understanding traffic patterns on the residential streets in the Briarcliff/Ridgefield Park neighborhood.  The data has been forwarded to Mr. Dwyer for discussion with his neighborhood work group.
