SUBJECT: Report from Shaping Orange County’s Future Project
DATE: April 24, 2000
Representatives from the Shaping Orange County’s Future Task Force will appear tonight to present a document entitled, “Provisional Report and Recommendations.”
A copy of the report is attached, along with a cover letter from Task Force co-chairs Ellen Ironside and Macon Ellis. The Task Force intends to present the report and solicit Town Council feedback tonight.
Also attached is a “Tentative Sequence of Events.” The schedule for this project calls for a meeting of the Shaping Orange County’s Future Task Force on April 27 to review initial feedback that has been received by the Chapel Hill Town Council and the Carrboro Board of Aldermen. The Orange County Board of Commissioners and the Hillsborough Board of Commissioners are scheduled to receive this report on May 2 and May 8. A Countywide Public Forum on the report is scheduled for May 18.
Following these meetings and the forum, the Task Force intends to make revisions and re-submit the report to elected boards in August. It is anticipated that each elected board would hold a public hearing on the report in the fall (tentative date for Chapel Hill is September 18). Following these hearings, the Task Force hopes to present a revised document to a facilitated Assembly of Governments meeting in September or October, with final Task Force completion of a final report on October 26.
Also attached is a copy of a memorandum from Orange County staff, highlighting recent changes to the report that were made by Task Force members and included in the report.
We understand that the Task Force is seeking initial Town Council feedback on this report tonight. Council members may have comments to offer tonight; however, we believe it would also be reasonable for the Council to ask for time to review the report carefully, perhaps including time to refer it to Town advisory boards for comment prior to the Council offering its input. The Council could decide tonight to receive the report and refer it to advisory boards and the Town Manager, requesting comments by the end of May. The Council could then consider those comments in June, and decide what feedback to offer to the Shaping Orange County’s Future Task Force.
We attach a resolution that would call a Chapel Hill Town Council Public Hearing for September 18, as suggested by the Task Force, to review materials from the Shaping Orange County’s Future project.
We also attach a resolution that would refer this report to advisory boards and the Town Manager, requesting comments by the end of May.

HEARING TO CONSIDER MATERIALS FROM THE SHAPING ORANGE COUNTY’S FUTURE PROJECT

BE IT RESOLVED that the Chapel Hill Town Council calls a Public Hearing to review materials that will be presented from the Shaping Orange County’s Future project. The hearing shall be held at 7:00 pm on September 18, 2000, in the Chapel Hill Town Hall Council Chambers.

A RESOLUTION REFERRING THE SHAPING ORANGE COUNTY’S FUTURE REPORT TO ADVISORY BOARDS AND THE TOWN MANAGER (2000-04-24/R-14)
Whereas a planning initiative called Shaping Orange County’s Future was begun in 1996, led by a Task Force of Orange County citizens; and
WHEREAS on April 11, 2000, the Shaping Orange County’s Future Task Force submitted a report to the Town Council, called, “Provisional Report and Recommendation”; and
WHEREAS the contents fo this report address a broad range of issues facing Orange County citizens;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby refers this report to the Town Manager and the following advisory boards, with a invitation to offer the Town Council comments and reactions by the end of May, 2000,
