SUBJECT:       Town Applications for the 2000 – 2001 Community Development, HOME and Comprehensive Grant Programs

Attached for the Council’s consideration are three grant proposals for submittal to the U.S. Department of Housing and Urban Development.  Also attached is a draft of the 2000 – 2005 Consolidated Plan for the Council’s review.

 

Consolidated Plan

 

Agenda item 4c(1) reviews a draft 2000 – 2005 Consolidated Plan.  The U. S. Department of Housing and Urban Development requires all jurisdictions that receive federal Community Development and Federal HOME Program funds to submit one application package called the Consolidated Plan.    In addition, information on the Town’s Comprehensive Grant program is included in the Consolidated Plan for reference.   The Council is scheduled to consider adopting this Plan on May 8, 2000.

 

Community Development Program

 

Agenda item 4c(2) details a recommended plan for $466,000 of 2000 – 2001 Community Development funds.  Adoption of Resolution R-1 would approve activities for the 2000 - 2001 Community Development program.

 

HOME Program

 

Agenda item 4c(3) details a recommended 2000 - 2001 HOME Program activities.  The Orange County HOME Consortium (Chapel Hill, Carrboro, Hillsborough and Orange County) have developed a plan for $536,550 of federal HOME Program funds and local match funds.  Adoption of Resolution R-2 would approve the activities of the 2000 -2001HOME Program.

 

Comprehensive Grant

 

Agenda item 4c(4) summarizes the Comprehensive Grant Annual Statement for public housing renovation and resident services.  Adoption of Resolution R-3 would approve the 2000 – 2001 activities and authorize submittal of the Annual Statement to the U.S. Department of Housing and Urban Development.
