SUBJECT:       Historic Preservation Fund Grant Application

Adoption of the attached Resolution and Budget Ordinance would authorize the Town Manager to sign a grant agreement with the State Historic Preservation Office to signify that the Town agrees to accept the Certified Local Government grant and match the funds.  The grant is for the purpose of hiring a consultant to update the Historic District Guidelines Handbook. 

 

The projected total cost of the project is $14,000.  The grant (Federal money which comes through the State Historic Preservation Office) is for $8,000, which must be matched by the Town with $6,000.

 

BACKGROUND

 

On January 10, 2000 the Council authorized the Town Manager to apply for a grant to hire a consultant to update the Historic District Guidelines Handbook. 

 

The Town has been notified that the project has been selected to receive a Certified Local Government Grant in the amount of $8,000.  We originally anticipated that the total amount needed for this project would be $15,000, and we requested $9,000 from the State to be matched with $6,000 from the Town.  The State has opted to fund the request at $8,000.  We would hope to negotiate a contract with a consultant which would not exceed $14,000.

 

To indicate the Town’s acceptance of this grant, the Town Manager must sign the Grant Agreement and the Certificate of Matching Share Form.

 

A Project Description, as approved by the Council in January, is attached as part of the Grant Project Outline. 

 

NEXT STEPS

 

If the Council authorizes acceptance of the grant and authorizes the required matching funds, the next step would be to put out requests for proposals for a qualified consultant to prepare the revised guidelines. 

 

We would hope that a contract could be signed and the work could begin as early as this summer.  The project must be completed by September 30, 2001.

 

The attached resolution and ordinance would authorize the Town Manager to sign a Grant Agreement and Certificate of Matching Share Form.

 

RECOMMENDATIONS

 

Historic District Commission Recommendation:  On April 13, 2000 the Historic District Commission voted 10 - 0 to recommend that the Council adopt the attached Resolution, authorizing the Town Manager to accept the grant by signing the Grant Agreement and the Certificate of Matching Share Form.

 

Manager’s Recommendation:  That the Council adopt the attached resolution and ordinance, authorizing the Town Manager to accept the grant by signing the Grant Agreement and the Certificate of Matching Share Form.

RESOLUTION

 

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO INDICATE ACCEPTANCE OF THE CERTIFIED LOCAL GOVERNMENT GRANT  BY SIGNING THE GRANT AGREEMENT AND THE CERTIFICATION OF MATCHING SHARE FORM AND AUTHORIZING THE EXPENDITURE OF MATCHING FUNDS (2000-04-24/R-)

 

WHEREAS, the Town, through the Comprehensive Plan Goals and Objectives, has stated the goal of conserving and enhancing areas, sites, and structures of special visual, architectural or historical value; and

 

WHEREAS, updating the Historic District Design Guidelines would help the Town achieve this goal; and

 

WHEREAS, the Town Council indicated the need for updating the Historic District Design Guidelines through the resolution of January 10, 2000, authorizing the Town Manager to apply for a grant for this purpose;

 

NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Chapel Hill, that the Council authorizes the Town Manager to indicate acceptance of the Certified Local Government Grant by signing the Grant Agreement and the Certification of Matching Share Form and authorizes the expenditure of matching funds in the amount of $6.000.
