SUBJECT:       Attrition History – Past Two Years

The following information summarizes attrition history within the department going back two years to May, 1998. Data present recruitment times and hiring salaries paid to new employees relative to the hiring rate of the pay grade.

 

Department Summary

 

·        Department had 120 authorized full-time positions, plus 7 new positions, during time period

 

·        55 of the 120 positions turned over within the two year period, for a rate of 45.8% (or an average of 22.9% annually)

 

·        Recruitment time averaged 4 months, with range of 1 week to 1 year 3 months

 

·        Hiring salaries – 39% of new employees required salary above hiring rate to accept employment

 

·        Range over hiring rate: 5.3% to 37.7%, with average = 18.2%

 

Management & Support Services Division – 7 positions

 

·        2 positions turned over (28.6%)

 

·        Recruitment required 1 week (incumbent agreed to continue to work part time during recruitment) for clerical position and 2 ¼ months for landscape position

 

·        Landscape position was filled at salary 24% above hiring rate

 

Field Operations Division – 37 positions, plus 3 new positions, for total of 40

 

Supervisory Category

 

·        4 of 5 (all of mid-management) positions turned over during this time period

 

·        Recruitment required average of 5 ½ months, with range of 2 ¾ to 7 ½ months

 

·        All positions had to be filled above hiring rate, with average = 17% and range of 8% to 23%

 

Non-supervisory Category

 

·        Of 32 such positions (excluding 3 new, one of which was frozen during the second of the two year period), 16 turnovers occurred (50 %); 2 of these remain vacant

 

·        Recruitment averaged 6 months, with a range of ½ month to 1 year 3 months

 

·        Necessary hiring rate exceeded minimum for 11 of these positions (69%), with average salary 21.2% above hiring rate and range of 11% to 37.7%

 

Internal Services Division – 18 positions

 

·        3 positions turned over (17%); all were in Fleet section, with no turnover in Buildings section during this 2-year period

 

·        Recruitment averaged 2 2/3 months, with a range of 1.75 months to 4.5 months

 

·        Necessary hiring rate exceeded minimum by an average of 14.6%, with a range of 10% to 22.9% above hiring rate

 

Landscape Division – 19 positions, plus 2 new, for total of 21

 

·        6 of 19 positions turned over (31.6%) during this period

 

·        Recruitment averaged 6 months, with a range between 4 and 9 months

 

·        All but one new incumbent started at the hiring rate; one senior groundskeeper position was filled at a starting salary 20% above the hiring rate

 

Sanitation Division – 39 positions, plus 2 new, for total of 41

 

·        24 of 39 positions turned over during 2-year period (61.5%)

 

·        Average time to fill vacancy was 1 ¾ months, with range of 1 week (internal promotion) to 5 ¼ months)

 

·        All but two positions were filled at hiring rate; one positions was hired 5.3% over the hiring rate and a second was hired 5.8% above hiring rate
