SUBJECT:       Appointments to the Housing and Community Development Advisory Board

DATE:             June 26, 2000

Tonight, the Council may make appointments to three seats (vacant as of June 30, 2000) on the Housing and Community Development Advisory Board.  The Housing and Community Development Board has requested that the term of Margaret Edwards be extended for another three-year term (see attached).  Ms. Edwards has served two full terms.

Section II.F.c. of the Council’s Procedures Manual states:

“No one shall serve on an advisory board or commission for more than two consecutive full terms.  Following a one-year absence, an individual is eligible to serve again on the same board or commission.  The Council may reappoint an individual to a board or commission for an additional one-year term following two consecutive terms, by resolution for the purpose of completing ongoing projects.”

Based on the Council’s Procedures Manual, Ms. Edwards is ineligible to serve another three-year term, but may be appointed to a one-year term.

Adoption of the attached resolution would extend Ms. Edwards’ term for one additional year, to expire on June 30, 2001.  If the Council chooses to extend Ms. Edwards’ term, then only two seats would be available for appointment this evening.

A recommendation from the Board and copies of the applications are attached.

NOTE:  If the Council adopted Resolution R-16 on tonight’s agenda extending the term of Margaret Edwards (a public housing resident) for an additional year, then only TWO seats would be eligible for appointment (one of which is a Carrboro seat).

You may vote for three applicants (two if Margaret Edwards’ term was extended), one of which should be for a Carrboro seat and one a public housing resident (if Margaret Edwards’ term was not extended).  Please sign your ballot.

A RESOLUTION EXTENDING THE TERM OF MARGARET EDWARDS ON THE HOUSING AND COMMUNITY DEVELOPMENT ADVISORY BOARD FOR ONE ADDITIONAL YEAR (2000-06-26/R-16)

BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby extends for one year the term of Margaret Edwards on the Housing and Community Development Advisory Board, with an expiration date of June 30, 2001.
