SUBJECT: Contract Award for Construction of Raleigh Road and Cameron Avenue Sidewalks
DATE: June 26, 2000
The attached resolution would accept the bid of Mellott Trucking and Supply Company, Inc. in the amount of $273,769.20 for the construction of Raleigh Road and Cameron Avenue Sidewalks.
The attached budget ordinance would add approved federal grant funds for these projects to Town Matching funds already reserved in the current year Capital Improvements Fund budget.
The Raleigh Road/Cameron Avenue Sidewalk Improvement Project involves approximately 6500 linear feet of new brick and concrete sidewalk.
Along Cameron Avenue, brick sidewalk would be installed to connect existing sidewalk segments resulting in continuous sidewalks along both sides of Cameron Avenue between Merritt Mill Road and Columbia Street. (Please see the attached map.)
Along Raleigh Road, concrete sidewalk would be installed along both sides of the street connecting existing sidewalk segments and resulting in continuous sidewalks along both sides of Raleigh Road from Country Club Road to Pinehurst Drive. (Please see the attached map.)
Notice To Bidders, Instructions To Bidders, and contract documents were distributed to nine (9) vendors in North Carolina, and four (4) minority businesses in North Carolina.
The Notice To Bidders was published in The Chapel Hill News and News and Observer on Wednesday, April 12, 2000, and the Challenger Newspaper, Thursday, April 13, 2000. Four (4) bids were received and opened at 3:00 p.m., Wednesday, May 10, 2000 as follows:

EVALUATION OF BIDS
The bids were reviewed and evaluated by Town staff. The bid of $273,769.20 was determined to be lowest responsive bid meeting the Town's specifications. The bids were then reviewed by the North Carolina Department of Transportation staff, who concurred with Town staff’s findings. (Please see the attached letter from the State Division Engineer.)
Funding for this project includes a combination of direct allocation federal funds and local 20% matching funds from the Town. The attached budget ordinance would add the federal project funding to the Town’s matching funds already reserved in the Capital Improvements Fund budget.
Additionally, we expect to receive approximately $75,000 as reimbursement from the State for construction of those portions of the Raleigh Road sidewalk east of Fordham Boulevard. The reimbursement from the State is part of the agreement between the Town and State involving improvement recommendations from the Hamilton Road/NC54 Work Group.
MANAGER’S RECOMMENDATION
That the Council adopt the attached budget ordinance establishing funding for the Raleigh Road and Cameron Avenue Sidewalk Project.
That the Town Council adopt the attached resolution awarding a contract to Mellott Trucking and Supply Company, Inc. in the amount of $273,769.20 for the construction of Raleigh Road and Cameron Avenue sidewalks.

AN ORDINANCE TO AMEND “THE ORDINANCE CONCERNING APPROPRIATIONS AND THE RAISING OF REVENUE FOR THE FISCAL YEAR BEGINNING JULY 1, 1999” (2000-06-26/O-2)
BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 1999” as duly adopted on June 14, 1999 be and the same is hereby amended as follows:

A RESOLUTION ACCEPTING THE BID FOR CONSTRUCTION OF RALEIGH ROAD AND CAMERON AVENUE SIDEWALKS (2000-06-26/R-5)
WHEREAS, the Town of Chapel Hill has solicited formal bids by legal notice in The Chapel Hill News and News Observer on April 12, 2000, and the Challenger Newspaper on April 13, 2000 in accordance with General Statute 143-128 for construction of sidewalks on Raleigh Road and Cameron Avenue; and
WHEREAS, the following bids were received and opened on May 10, 2000:

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Town accepts the bid of Mellott Trucking and Supply Company, Inc. in the amount of $273,769.20 for construction of Raleigh Road and Cameron Avenue sidewalks in accordance with the approved plans and specifications.
