SUBJECT:       Parking Restrictions on Meadowbrook Drive

The attached ordinance would restrict parking on Meadowbrook Drive west of Franklin Street to “No Parking Anytime”.

BACKGROUND AND DISCUSSION

The Town was contacted this spring about problems resulting from large numbers of cars parking on both sides of Meadowbrook Drive near its intersection with Franklin Street.  The complaints included blocked driveways, restricted sight distances (due to parked cars), and partial blockage of normal travel lanes.

We were asked to consider restricting on-street parking on both sides of the east end of Meadowbrook Drive in an effort to discourage commuter parking and overflow parking from nearby multifamily units, which are believed to be the primary contributors to the parking problems.

In response to the request for assistance, we mailed seventeen opinion surveys to Meadowbrook Drive residents requesting their comments on restricting parking as shown on the attached map.  We received fifteen surveys back, with fourteen in favor of the restrictions and one in opposition.

Meadowbrook Drive in the study area is a narrow roadway with several curves.  During our site reviews, we noted cars parked on both sides of Meadowbrook for several hundred feet west of the Franklin Street intersection.  These cars were restricting the travel lanes and in some cases were partially blocking driveways.

We think that the request for parking restrictions is a reasonable one, based on our observations of the area and the positive response to the area opinion survey.  Therefore, we suggest implementing parking restrictions as proposed.

MANAGER’S RECOMMENDATION

That the Council adopt the attached ordinance restricting parking on both sides at all times on a portion of Meadowbrook Drive.

AN ORDINANCE AMENDING SECTION 21-27 OF THE CODE OF ORDINANCES REGARDING ON-STREET PARKING (2000-06-26/O-3)

BE IT ORDAINED by the Council of The Town of Chapel Hill as follows:

Section 1.  Section 21-27 of the Town Code of Ordinances, “No parking as to particular streets.” is hereby amended by inserting the following therein, in appropriate alphabetical order:

“Street

Side

From

To

Meadowbrook Drive

Both

East Franklin Street

A Point 750 feet west of the centerline of East Franklin Street.”

Section 2.  This Ordinance shall become effective August 1, 2000.
