SUBJECT:       Parking Restrictions on Savannah Terrace and Brunswick Court

The attached ordinance would restrict parking on Savannah Terrace and Brunswick Court in the Homestead Village neighborhood to “No Parking 8:00 a.m. to 5:00 p.m. Except by Residential Parking Permit”.

BACKGROUND AND DISCUSSION

Mr. Kenneth Vetters, president of the Homestead Village Homeowners Association, contacted the Town this spring regarding parking problems on neighborhood streets near Chapel Hill High School.

Mr. Vetters reported that Savannah Terrace and Brunswick Court were routinely encountering significant volumes of high school student parking, in addition to overflow parking during special events at Chapel Hill High School.  Please refer to the attached May 16, 2000 letter which outlines the neighborhood concerns.

Subsequently, we suggested that the neighbors develop a proposal for parking restrictions.  On May 22 we received a proposed plan of action from the Association, with the proposal that parking on Savannah Terrace and on Brunswick Court be restricted to “No Parking 8:00 a.m. to 5:00 p.m. Except by Residential Parking Permit”.  Please see the attached plan of action and map.

The plan has been endorsed by the owners of all occupied lots fronting on Savannah Terrace and Brunswick Court.

We reviewed this area and observed the parking problems noted by the Homestead Village residents.  We think that the requested parking restrictions are reasonable and have the support of directly affected residents.  Therefore, we suggest implementing the parking restrictions as requested.

MANAGER’S RECOMMENDATION

That the Council adopt the attached ordinance restricting parking on Savannah Terrace and Brunswick Court to “No Parking 8:00 a.m. to 5:00 p.m. Except by Residential Parking Permit”.

AN ORDINANCE AMENDING SECTION 21-27 OF THE CODE OF ORDINANCES REGARDING NO PARKING DURING CERTAIN HOURS (2000-06-26/O-4)

BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:

Section 1.  Section 21-27.9 of the Town Code, “No parking during certain hours except by residential permit:” is hereby amended by inserting the following therein, in appropriate alphabetical order:

Section 2.  This ordinance shall become effective August 1, 2000.
