SUBJECT:       Information Report:  Advisory Board Review of Shaping Orange County’s Future Provisional Report

DATE:             June 26, 2000

This memorandum transmits the comments of advisory boards on the Shaping Orange County’s Future Provisional Report and reports on schedule revisions.

BACKGROUND

On April 24, 2000, the Town Council heard a presentation from the Shaping Orange County’s Future Task Force on its “Provisional Report and Recommendations.”  The Town Council referred this report to advisory boards for comments and reactions by the end of May, 2000, for a report on June 26, with the goal of placing the Council in a position to make comments to the Shaping Orange County’s Future Task Force tonight.  The Task Force was to then make revisions to the provisional report before fall, 2000 public hearings to be held in each jurisdiction.  On April 24, the Town Council called the Town’s public hearing for September 18, 2000.

The Task Force held a County-wide public forum on May 18 at Stanback Middle School.

SCHEDULE REVISIONS

We understand the County staff will propose that the Task Force review comments made at the May 18 forum, but not attempt to revise the provisional report over the summer.  Therefore, there is less need for the Council to transmit comments to the Task Force at this time.  Instead, we propose that the Council continue to review the provisional report in preparation for a public hearing on the proposal to be held by the Town Council on September 18, 2000.  Next steps in the process include:

·        Preparing “implications reports” assessing how the proposed strategies might be implemented in each jurisdiction, for consideration by the respective elected Boards;

·        Holding public hearings in each jurisdiction, with the dates anticipated to be:

*Carrboro:  August 22

*Orange County:  August 28

*Hillsborough:  September 11

*Chapel Hill:  September 18

·        Convening an Assembly of Governments meeting in the fall, after the public hearings, to review the specific comments forwarded from each governing board; and

·        Holding a final Task Force meeting to make changes and issue a Final Report, possibly in December 2000.

The Shaping Orange County’s Future staff has suggested convening an Assembly of Governments meeting on November 8, 9, or 15.  We are working in coordination with other jurisdictions to determine a proposed date.  Other joint meetings to be held in the fall are a Joint Planning Public Hearing on October 2, and an Assembly of Governments meeting on October 30 on a joint Parks and Recreation Master Plan.  It is likely that the agenda for both of these meetings will take the full time available, so that an additional meeting date is needed. 

NEXT STEPS

In late August, we will advertise the September 18 public hearing widely using the mailing list developed for the Town’s Comprehensive Plan.

We will prepare an “implications report” for the Council’s consideration in conjunction with the September 18 Chapel Hill public hearing.  This report will assess the implications of the Provisional Report’s recommendations for Chapel Hill, and how the recommendations might be incorporated into plans and policies of the Town.  We note that developing and adopting a Town strategy to address the recommendations of Shaping Orange County’s Future is an implementation strategy of the Town’s 2000 Comprehensive Plan, listed as a Short-Term Action (0-2 years).

Following the Council’s September 18 Public Hearing, we will bring a post-hearing staff report in the typical fashion, so that the Council can consider adopting a set of comments at its October 11 regular meeting.
