SUBJECT:            Presentation on Impervious Surfaces by Professor Phil Berke

Tonight the Council will hear a presentation by Professor Phil Berke of the UNC Department of City and Regional Planning.

BACKGROUND

On March 6, 2000, the Council considered a staff report on possible approaches to more aggressively control development of new areas of impervious surface in Chapel Hill.  At the end of that discussion, the Council referred the report to advisory boards for comment, with a request that the comments return to the Council (see Item B that follows).  The Council also heard a suggestion that night from Council Member Flicka Bateman, asking the Council to agree to invite Professor Berke to present information on this topic when the advisory board comments returned for Council consideration.  The Council agreed and invited Professor Berke to come and describe a recent study of impervious surfaces in Chapel Hill.

TONIGHT’S PRESENTATION

Dr. Berke has agreed to attend tonight’s Council meeting and share the findings of this study.  He will be available to respond to Council questions and to participate with the Council in discussion of this topic. 

Following Dr. Berke’s presentation, we will summarize the comments offered on this topic by Town advisory boards.
