SUBJECT:       Request for Temporary Street Closing on October 12, 2000;,for the Installation of  Chancellor-Elect Moeser

INTRODUCTION

The attached resolution would approve a street closing requested by the University of North Carolina for October 12, 2000, from 9:00 a.m. until 2:00 p.m.

BACKGROUND

University representative Aaron Nelson has requested that Cameron Avenue, from Columbia Street to Raleigh Road, be closed between 9:00 a.m. and 2:00 p.m. on Thursday, October 12, 2000, to facilitate the installation ceremonies for Chancellor-Elect James Moeser.

DISCUSSION

The University of North Carolina at Chapel Hill plans to conduct the installation ceremony of Chancellor-Elect James Moeser in conjunction with University Day, October 12, 2000.  The ceremony will occur in the area of Cameron Avenue. A large amount of pedestrian traffic is expected. For pedestrian safety and to facilitate traffic and parking operations the University has requested closure of Cameron Avenue between Raleigh Street and South Columbia Street between 9:00 a.m. and 2:00 p.m.

University police will control traffic at the barricaded intersections and will allow emergency vehicles access into and through the closed area. No Town  services will be required.  A minor detour of bus routes would be necessary.

RECOMMENDATION

That the Council adopt the attached resolution approving the closing of Cameron Avenue on October 12, 2000, between 9:00 a.m. and 2:00 p.m.


A RESOLUTION APPROVING A TEMPORARY STREET CLOSING ON OCTOBER 12, 2000 AS REQUESTED BY THE UNIVERSITY OF NORTH CAROLINA (2000-08-28/R-6)

BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby approves the University’s request to close the part of Cameron Avenue from Raleigh Street to South Columbia Street between 9:00 a.m. and 2:00 p.m. on October 12, 2000, subject to conditions to be set forth by the Town Manager or Manager’s designee, which may include the following:

1.  Personnel shall be on duty at the ends of the closed street areas to ensure access for Town, University and other emergency vehicles into and through the closed area if needed.

2.  The University shall designate a contact for coordination and communication with the Town regarding the street closing.

BE IT FURTHER RESOLVED that the Council authorizes the Manager to approve minor adjustments in the time and location of the requested street closing.
