SUBJECT: Program for Northeast Gateway Competition

On June 26, the Town Council authorized the sponsoring of a Design Competition for the Northeast Gateway area. This memorandum offers the Program Statement that will be given to participants, describing the Town’s intent and expectations in designs for this area. We recommend that the Council adopt the attached resolution, with would approve this Program Statement.
The Council’s schedule called for this competition to be undertaken during September 2000. A copy of the Council Committee’s June 26 memorandum is attached. We have prepared materials and have begun accepting registrations. The schedule calls for the competition to begin on September 1. Attached is an announcement that was mailed this summer, describing the competition.
We have prepared the material that will be handed to designers, and attach it here.
With the Council’s adoption of the attached ordinance, the competition will begin on September 1. Site designs are to be submitted on September 29. The Council’s Jury Committee will meet in early October to decide on recommendations to the full Council. The Town Council will receive the Jury’s report and will be asked to select a winning design on October 23.
We recommend that the Town Council adopt the attached resolution, approving a “Program Statement” for use in the Northeast Gateway Design Competition.

A RESOLUTION ADOPTING A PROGRAM STATEMENT FOR
THE NORTHEAST GATEWAY DESIGN COMPETITION
(2000-08-28/R-11)
WHEREAS, the Chapel Hill Town Council has initiated a Design Competition, as described in a memorandum dated June 26, 2000;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council approves the attached “Program Statement” for use in the Competition as instructions to designers about the Council’s objectives for development in this Northeast Gateway area.
