As agreed to by the Council in closed session on September 1, 2000, the attached personnel ordinance and budget ordinance would implement salary increases for the Town Manager and Town Attorney, effective October 20, 2000.

AN ORDINANCE AMENDING THE POSITION CLASSIFICATION AND PAY PLAN DATED OCTOBER 20, 2000  (2000-09-11 /O-8)

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Ordinance Establishing a Position Classification and Pay Plan (2000-06-26 /O-10) is amended as follows:

 

In Section IV, part B, under Elected and Appointed Officials, DELETE the lines

SUBJECT:              Salaries of Managers and Attorneys in area organizations

Attached is information that you requested for salaries of City/County Managers and chief executive officers working for surrounding governmental jurisdictions.  I’ve also attached salary information from Dr. Steve Condrey, the consultant who did the Town’s general classification and pay review earlier this year.

You asked about the salary increases that Town employees will receive October 20, 2000.  The average increase that employees will receive is 6.31%:

·      For employees with salaries below the new Job Rate:        If performance is acceptable, salaries will be adjusted to a step in the new salary range. Employees who have completed probation will receive an additional step in the new range so that salaries will be distributed through the new range and will not be compressed with those of new employees.  These step and compression adjustments for below job rate employees will average 6.69%

·      For employees with salaries at or above the new Job Rate: Employees will receive an average increase of 4.25%, with the amount of the increase varying based on the performance rating.  Although we won’t know the distribution of increases until all of the departmental ratings are submitted and the increases calculated, we anticipate that the increases would range from approximately 2% for an employee rated Needs Improvement to approximately 5.5% for an employee rated Outstanding.

If the Manager and Attorney’s salaries were adjusted at the same percentage as the Townwide average 6.31% employee increase, their new salaries would be:

                Town Manager:                    $114,002 (currently  $107,235)

                Town Attorney:                   $105,344  (currently   $99,091)

I also note that the new salary range for the Assistant Manager position is $78,054 - $117, 081. (On October 20th Flo and Sonna’s salaries will be adjusted to $92,478, step 3 of their salary range.)

[1]  Unless otherwise noted, each Manager receives the same benefits as other employees in that jurisdiction, which, as in Chapel Hill, usually includes 401K or other deferred compensation contribution, health insurance, vacation, longevity pay, etc.   The only benefits that are specifically reported are those which are different than those general employees receive.

[2]  Previous manager’s salary:  $124,120, with a $4,800 car allowance.

[3] Receives 5% to 401K, same as other employees, plus $4,000 to ICMA deferred compensation program.

[5]  Apex manager earns 20 days of vacation (more than other employees with similar tenure) added to his account in a lump sum.  Vacation accrues to 30 day maximum, as it does for other employees.

[7] $7925 contribution to 457 deferred compensation program and $100,000 life insurance policy.

[8]  Superintendent’s salary:  $76,191  (state) + $52,575 (local supplement) = $128,766.
