SUBJECT:       Performance and Evaluation Report for the Comprehensive Grant Program

The attached resolution would approve Performance and Evaluation Reports for the Comprehensive Grant Program for submittal to the U.S. Department of Housing and Urban Development (HUD).  The attached reports provide a summary of uses of the Town’s Comprehensive Grants for fiscal years 1997-1998 through 1999-2000.

BACKGROUND

 

The U.S. Department of Housing and Urban Development allocates modernization funds for public housing renovations and related services for public housing agencies through the Comprehensive Grant Program.  Public housing agencies that receive funds under the Comprehensive Grant Program are required to submit Performance and Evaluation Reports to HUD for each approved grant for which funds are not fully spent and final documentation completed. On June 30, 2000, we were still spending or had not completed final documentation for grant years 1997-98 through 1999-2000.  Therefore, we are required to submit to HUD reports on the status of these grants.

The Performance and Evaluation Report provides a summary of Grant activities including the amount of funds approved, the amount of funds obligated, and the amount of funds spent as of June 30, 2000.

DISCUSSION

Most of the funds from 1997-98 through 1999-2000 were allocated for renovations at the Craig-Gomains public housing neighborhood.  Final documentation for the Craig-Gomains renovations were completed in January 2000.  The funds remaining after completion of the Craig-Gomains work were allocated for renovations at the Lindsay Street neighborhood.  The design and specifications for the Lindsay street renovations are in progress.  Renovation work is expected to begin on the 9 apartments at Lindsay Street in the spring of 2001.

CONCLUSION

From 1997-98 through 1999-2000, $1,242,505 has been approved under the Comprehensive Grant Program for public housing renovations and resident services. As of June 30, 2000, $1,110,344 of the approved funds were spent.  The remaining $132,161 has been allocated primarily for renovations at the Lindsay Street neighborhood.

RECOMMENDATIONS

Housing and Community Development Advisory Board’s Recommendation: The Housing and Community Development Advisory Board reviewed the Performance and Evaluation Reports for the Comprehensive Grant Program on August 22, 2000.  The members of the Board voted 5 to 0 to recommend that the Council approve the Performance and Evaluation Reports.

Manager’s Recommendation: That the Council approve the attached resolution.

A RESOLUTION APPROVING PERFORMANCE AND EVALUATION REPORTS FOR GRANT YEARS 1997, 1998 AND 1999 (2000-09-25/R-4)

WHEREAS, the U.S. Department of Housing and Urban Development requires the submission of a Performance and Evaluation Report for Comprehensive Grant Program annual statements where funds are being expended; and

WHEREAS, the U.S. Department of Housing and Urban Development requires that the Council of the Town of Chapel Hill approve the Performance and Evaluation Reports;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council approves the attached Performance and Evaluation Reports and authorizes the Manager to submit them to the U. S. Department of Housing and Urban Development.
