SUBJECT:       Appointments to the Million Solar Roofs Initiative Steering Committee

DATE:             November 13, 2000

If the Council adopts Agenda #4b on tonight’s agenda, the Council may make appointments to the Million Solar Roofs Initiative Steering Committee this evening.

The memorandum submitted to the Council on February 14, 2000, and the resolution adopted by the Council creating the Steering Committee is attached.  The Council set no limit on the number of members to be appointed to this Steering Committee.

During its discussion on November 8^th, 1999, the Council indicated its intent that the Steering Committee should include representatives from Carrboro, Hillsborough, and Orange County.  The applicants include six from Chapel Hill, three from Carrboro, one from Hillsborough, one from Pittsboro, one from Snow Camp, and one from Graham.

The Council Procedures Manual states, “….the Council may appoint non-residents, not to exceed 40% of membership, to an ad hoc committee or task force…”.  Following this procedure, if the Council wishes to appoint all thirteen applicants, then the Council may appoint up to four members to the Steering Committee that reside outside the town limits of Chapel Hill.  Currently, three applicants reside outside of Chapel Hill.
