SUBJECT:       Parking Restrictions on Both Sides of Jay Street and Establishment of a Fire Lane on Bluff Trail

Adoption of the attached Ordinance A would restrict parking on both sides of Jay Street from Village Drive to its end. Adoption of the attached Ordinance B would establish a fire lane on Bluff Trail.  Please see the attached maps.

 

BACKGROUND AND DISCUSSION

 

We received the attached September 18, 2000 letter from the Village West Homeowners Association, requesting: a) that restrictions calling for “No Parking at Any Time” be implemented on the both sides of Jay Street; and b) that a fire lane be established on Bluff Trail.

 

Jay Street is a gravel road which varies from 13 to 16 feet in width. Residents expressed concerns about on-street parking which could potentially limit ingress and egress for two-way traffic including emergency and service vehicles.  We determined that parking along both sides of Jay Street should be prohibited to maintain two-way traffic on Jay Street within the Town limits.  

 

We agree that a fire lane at the location in question would provide an opportunity to provide improved fire protection for several of the Village West structures. 

 

The Homeowners Association also requested that the Town install “Do Not Block” signs in front of the dumpster on Jay Street. The area in front of the dumpster on Jay Street will be posted no parking any time if Council approves the proposed parking restrictions on Jay Street.  This parking restriction would have the same impact as the requested signs.

 

MANAGER’S RECOMMENDATION

 

That the Council adopt the attached ordinances establishing parking restrictions on both sides of Jay Street and creating a fire lane on the west side of Bluff Trail.

ORDINANCE A

 

AN ORDINANCE AMENDING SECTION 21-27 OF THE CODE OF ORDINANCES REGARDING NO PARKING AS TO PARTICULAR STREETS (2000-11-27/O-3a)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:

 

Section 1.  Section 21-27 of the Town Code “No parking as to particular streets.” is hereby amended by inserting the following therein, in appropriate alphabetical order:

Section 2.  This ordinance shall become effective December 20, 2000.

ORDINANCE B

 

AN ORDINANCE AMENDING SECTION 21-20.2 OF THE CODE OF ORDINANCES REGARDING FIRE LANES (2000-11-27/O-3b)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:

 

Section 1.  Section 21-20.2 of the Town Code “Fire lanes.” is hereby amended by inserting the following therein, in appropriate alphabetical order:

Section 2.  This ordinance shall become effective December 20, 2000.
