SUBJECT:       Contract Amendment for the Carrboro Plaza Park and Ride Replacement Lot

The attached resolution would authorize the Town Manager to execute a change order to the contract for the construction of the Carrboro Plaza Park and Ride Lot.

 

BACKGROUND

 

The Town leased approximately 145 park and ride spaces in the Carrboro Plaza Shopping Center for 10 years.  The shopping center was sold and the new owners decided not to renew the lease with the Town but agreed to allow the Town to relocate the park and ride lot in the rear of the shopping center.  Funds were applied for and received from the Federal Transit Administra-tion and the North Carolina Department of Transportation in 1999 for engineering, design and construction of a replacement lot at the shopping center.

 

In 1992 the Town Council adopted a resolution authorizing the Town Manager to approve change orders on construction contracts up to a cumulative total of $50,000 or 10% of the contract, whichever is smaller.

 

DISCUSSION

 

During the course of the construction project, a total of four (4) change orders have been submitted.  The fifth and sixth change orders, which would involve adding signage to prohibit the movement of large trucks through the lot, handrails for steps leading to the shelter area and, placing asphalt in some areas rather than stone to strengthen the base, would bring the total amount of the contract to $346,073, which is over 10% of the original contract price of $293,893.

 

Change orders for the project have been necessary to undercut or remove additional soil in areas that were found to be too soft for the placement of gravel and asphalt, causing the contractor to dig below the designed elevation levels.  Costs were also incurred as a result of the Department of Transportation’s requirement to provide full-depth asphalt and widening of Old Fayetteville Road for the bus pull-off area.  Cumulative change orders submitted for the project have increased the construction costs by $52,180, bringing the total contract amount to $346,073.

 

The construction budget is $550,000 and includes $440,000 in federal funds, $55,000 in State matching funds, and $55,000 in local matching funds that are available in the Transportation Fund.

 

RECOMMENDATION

 

That the Council adopt the attached resolution that would authorize the change order described above.


A RESOLUTION AMENDING THE CONTRACT FOR THE CARRBORO PLAZA PARK AND RIDE REPLACEMENT LOT (2000-11-27/R-7)

 

WHEREAS, the Council of the Town of Chapel Hill has awarded a contract to Ruston Paving Company, Incorporated in the amount of $293,893 for the construction of the Carrboro Plaza Park and Ride Replacement Lot; and

 

WHEREAS, change orders for the construction project bring the total over the $50,000 threshold that can be approved administratively;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Town Manager is hereby authorized to execute a change order for the construction of the Carrboro Plaza Park and Ride Replacement Lot in the amount of $52,180.
