SUBJECT: Report on Petition Requesting Improvements on Estes Drive at Brookwood Condominiums

The following report responds to a petition requesting improvements on Estes Drive in the vicinity of the Brookwood Condominiums driveway and University Mall driveway between Willow Drive and Fordham Boulevard.
BACKGROUND
At its October 11, 2000 regular meeting, the Council received and referred the attached petition from Ms. Ann Powers. The petition requested the following:
1. Installation of a regular traffic signal or a pedestrian traffic signal at the intersection of Estes Drive and the driveway entrance to University Mall between Willow Drive and Fordham Boulevard.
2. Repair of the street light located near the entrance to the Brookwood Condominiums.
3. Street drainage improvements on Estes Drive in the vicinity of the entrance to the Brookwood Condominiums.

DISCUSSION
Estes Drive is a State street, and the North Carolina Department of Transportation is responsible for traffic control devices, lighting, and drainage facilities on Estes Drive. Town and State staff met at the site and reviewed the petition requests listed above. Our response to the petition is as follows:
1. The State has agreed to study the request for a traffic signal or pedestrian signal installation at the requested location. We expect to receive the results of that study within the next ninety days, after which we will report back to the Council with the study findings and recommendations for the Council’s consideration.
2. The street light on Estes Drive near the Brookwood Condominiums has been repaired and is now operational.
3. State and Town staff are presently evaluating the drainage characteristics of Estes Drive in the vicinity of the Brookwood Condominiums to identify drainage improvements which would drain standing water that collects during and after periods of heavy rainfall. If reasonable corrective measures are identified within the Estes Drive right-of-way, the State has agreed to schedule the work as quickly as possible.
