SUBJECT:       International Council for Local Environmental Initiatives (ICLEI) Membership

 

DATE:             December 11, 2000

 

The attached resolution would authorize the Manager to submit a Town application for membership in the International Council for Local Environmental Initiatives.  Also attached is a budget ordinance appropriating funds for the membership.

 

BACKGROUND

 

On August 23, 1999, the Town Council adopted a resolution pledging to participate in the Cities for Climate Protection Program sponsored by the International Council for Local Environmental Initiatives.  The resolution authorized the Manager to:

 

1.      Take a leadership role in increasing energy efficiency and reducing greenhouse gas emissions from municipal operations;

2.      Apply for a grant from the International Council for Local Environmental Initiatives; and

3.      If a grant is awarded, retain the services of a consultant and develop and implement a local action plan which describes the steps to be taken by the Town and the community to reduce both greenhouse gas and air pollution emissions; the plan would include:

 

·        Obtain an analysis of greenhouse gas emissions coming from municipal operations and the community as a whole.

·        Develop a forecast of emissions growth for a future (forecast) year.

·        Adopt a greenhouse gas emissions reduction target.

·        Develop a local action plan specifying the actions to be taken to achieve the emissions reduction target.

·        Implement and monitor the plan and report the results.

 

DISCUSSION

 

In September 2000, Mayor pro tem Lee Pavão attended a conference sponsored by the International Council for Local Environmental Initiatives, and reported to the Council.  At that time, he indicated it may be helpful to join the International Council, thereby potentially enhancing our opportunities to obtain grant funding.

 

Membership in the organization is $600 per year (please see attached materials from the organization’s web site).  Funds would come from the Council’s contingency account.

 

RECOMMENDATION

 

We recommend that the Council adopt the attached resolution and budget ordinance authorizing joining the International Council for Local Environmental Initiatives.

A RESOLUTION AUTHORIZING MEMBERSHIP IN THE INTERNATIONAL COUNCIL FOR LOCAL ENVIRONMENTAL INITIATIVES (2000-12-11/R-8)

 

WHEREAS, the Council pledged to join with jurisdictions from all over the world in the Cities for Climate Protection Campaign operated by the International Council for Local Environmental Initiatives on August 23, 1999;

 

WHEREAS, the Council now desires to submit an application for membership in the International Council for Local Environmental Initiatives;

 

NOW, THEREFORE BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to submit an application for membership in the International Council for Local Environmental Initiatives.

AN ORDINANCE TO AMEND “THE ORDINANCE CONCERNING APPROPRIATIONS AND THE RAISING OF REVENUE FOR THE FISCAL YEAR BEGINNING JULY 1, 2000 (2000-12-11/O-2)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2000” as duly adopted on June 26, 2000, be and the same is hereby amended as follows:
