Review of work by the Council’s Northside Committee is on the agenda for the Council’s Planning Retreat.  A separate report from the Committee has been prepared for the Council’s consideration.

Attached is background information describing the history of Council’s discussions about a proposed Single Family Overlay Zone, which may be helpful during this review.


Background Information on a Proposed Single Family Overlay Zone

The Town Council has decided to review the status of discussions of a Council Committee on the Northside Neighborhood at the Council’s Planning Session on January 19.  This paper offers background information on a component of those discussions:  a proposal to establish a Single Family Overlay Zone.

ORIGINAL NORTHSIDE PETITION

On September 27, 1999, a group of Northside residents presented a petition to the Town Council (copy attached).  The petition asked that the Council amend the Development Ordinance to create a new zoning district, called “Single Family Overlay District,” and to consider applying that new district to the Northside neighborhood.  The proposed ordinance would require that, “Within a Single Family Overlay District no more than two unrelated individuals 18 years or older may reside in any dwelling unit.” The Council referred the petition to the Town Manager, asking for comment.

RESPONSE TO PETITION

On November 22, the Council received the requested report (copy attached).   In the report we described how this overlay district would function, and offered comments and options for the Council’s consideration.  We recommended that, in lieu of creating this new district, the Council consider directing the Manager to increase efforts to enforce the existing regulations limiting to four the number of unrelated people allowed to live in a single-family dwelling in the Northside neighborhood.  A letter was submitted by three Northside residents on behalf of a committee (copy attached).

The Council discussed these materials and decided to direct the Town Manager to pursue more vigorous enforcement of existing regulations (copy of November 22 minutes attached). 

In the spring of 2000, the Council received further inquiry and requests by Northside residents (copy of March 27, 2000 letter attached).  On April 24, 2000, the Town Manager prepared a memorandum discussing this proposal (copy attached). In response to a request from residents, the Council established a Council committee to discuss these issues further with Northside Residents.
