SUBJECT:            Council Goals and Objectives for 2001

 

DATE:            February 26, 2001

 

At its planning session on January 19, 2001, the Council reviewed the status of goals and objectives established for 2000 and considered additional goals for 2001.  Adoption of the attached resolution would reaffirm year 2000 goals selected by the Council for continued work in 2001, and establish additional goals for 2001.

 

YEAR 2000 GOALS REAFFIRMED FOR CONTINUED WORK IN 2001

 

The Council received a status report on year 2000 goals (Attachment 1) and decided to continue work on the following objectives in 2001.

 

1.      Rewrite the Development Ordinance in a manner that:

a.       Promotes creation of housing in a range of prices through a system of incentives and requirements

b.      Fosters sustainable development

c.       Provides greater regulatory flexibility for the Council

d.      Focuses more attention on the impacts and effects of development

 

2.      Enhance the objectivity and usefulness of traffic impact analyses required for development applications.

 

3.      Modify the development application review process to make it less adversarial while encouraging earlier and more effective citizen involvement.

 

4.      Determine the feasibility of constructing employer-employee housing and associated services, including parking and retail development, on Town and University land in the Rosemary Street downtown area.

 

5.      Develop a plan for the preservation, enhancement and future use of the Old Post Office Building.

 

6.      Provide a report on how the City of Monrovia financed its downtown redevelopment program.  (Note: A report on the development program was submitted to the Council on January 8, 2001, but the report did not include financing information.)

 

7.      Consider the County’s proposed recreation and parks master plan and the proposal to schedule a County recreation and parks bond referendum; develop a statement of the Council’s interest in the master plan and the bond referendum with a view toward assuring that the Town’s interests are fairly addressed.

 

8.      Make more effective use of Town funds allocated for purchase of open space.

 

9.      Ensure that the Town staffing and organizational structure is appropriate to meet the challenges and take advantage of the opportunities of digital-age technology and changing expectations of citizens about communications and services.

 

 

ADDITIONAL GOALS ESTABLISHED FOR 2001

 

The Council developed additional goals for 2001, presented below in sentence form.  The original statement of each goal is presented in Attachment 2.  Summary minutes of the Council’s discussion of goals are presented as a part of Attachment 3.

 

1.      Enact a Schools Adequate Public Facilities Ordinance.

 

2.      Begin the process of developing a general adequate public facilities ordinance.

 

3.      Identify and track sustainability indicators, including environmental, economic and social indicators.

 

4.      Enforce speeding laws in neighborhoods to increase pedestrian safety.

 

5.      Seek feedback from employees on work environment.  Create an impartial citizens group for this purpose, and ensure confidentiality for employees.

 

6.      Study timing of signals at intersections at peak hours.  Assess feasibility and utility of putting transponders on buses so that they could receive priority at intersections.

 

7.      Monitor and report on the Town of Cary’s work on development of a local fiber optic network for high-speed Internet communications.

 

8.      Establish better design criteria for parking lots, to improve pedestrian safety.

 

9.      Review minimum parking requirements specified in the Development Ordinance for reasonableness and consistency with Council goals.

 

10.  Expedite renovations at the Hargraves Community Center and A. D. Clark Bath House and Swimming Pool.

 

11.  Improve the effectiveness of the Police Department through enhanced use of security monitors and auxiliary personnel.

12.  Examine ways to increase diversity on the Council.  Create study committee for this purpose.

 

13.  Establish a dog park(s) to meet community needs.

 

NEXT STEPS

 

We recommend that the Council review the attached resolution, revise it if desired, and adopt a resolution reflecting the Council’s goals for 2001.  We will then work with the management team, Town Attorney, and department heads to develop either updated or new follow-up plans, as needed, for each goal, and will report on the status of goals at the end of the next quarter and each quarter thereafter.

 

RECOMMENDATION

 

We recommend that the Council adopt the attached resolution establishing Council goals for 2001.

A RESOLUTION ESTABLISHING TOWN COUNCIL GOALS FOR 2001 (2001-02-26/

R-8)

 

BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby adopts the following goals for 2001:

 

A. Goals reaffirmed and continued from 2000:
