SUBJECT:       Bids for Comprehensive Rehabilitation Work at the Lindsay Street Public Housing Neighborhood

The attached resolution would accept a bid and award a contract in the amount of $496,000 to Carl Garris & Sons, Inc. for rehabilitation work at the Lindsay Street neighborhood.

 

Funding for this project is available through the Capital Fund Program and Community Development Block Grant Program.  The total budget for this project is $745,658.

 

BACKGROUND AND DISCUSSION

 

Project Description

 

The Lindsay Street public housing neighborhood has 9 apartments and is one of the Town’s oldest public housing developments.  These apartments consist of two- and three-bedroom triplexes and were occupied in 1967.

 

The interiors of the Lindsay Street apartments have not had comprehensive rehabilitation work since being built.  Therefore, these apartments require complete retrofitting of the kitchens and bathrooms, the replacement of floor tile and painting.  The furnaces and water heaters also need to be replaced because they require frequent repair work and are not energy efficient.  There is also lead-based paint on the interior windowsills and several exterior components such as soffits, fascia boards, doorframes and jambs, and porch ceilings. If necessary, residents of the units to be renovated would be relocated.

 

Federal regulations require that priority be given to renovation work related to statutory or other legally mandated requirements, such as lead-based paint testing and abatement.  The presence of lead-based paint in the Lindsay Street apartments gives them priority for rehabilitation work. 

 

On July 5, 2000, the Council adopted a resolution authorizing the inclusion of air conditioning in public housing renovations (Please See attachment 1).  Therefore, air conditioning is included in the Lindsay Street renovations.

 

 

 

Bid Process   

 

The renovation work was bid as a base bid and three alternates.  The base bid includes comprehensive rehabilitation work in all 9 apartments in two construction phases.  Alternate 1 includes central air conditioning in all 9 apartments.  Alternate 2 includes two window air conditioners in each of the 9 apartments.  Alternate 3 includes completing comprehensive rehabilitation work in all 9 apartments in one construction phase.

 

In accordance with N. C. General Statute 143-128, a Notice To Bidders was published in The Chapel Hill News, on January 10, 2001, and in The Challenger Newspaper, Wilmington, North Carolina on January 11, 2001.  Notice To Bidders were mailed to fifty-two contractors (including General, Electrical, Plumbing and Mechanical contractors).  Specifications and contract documents were on file in the office of the Architect, HR Associates, of Raleigh, North Carolina, and the plan rooms of F. W. Dodge, Associated General Contractors, and Construction Market Data, in Raleigh, North Carolina.

Evaluation of Bids

 

The bids were reviewed by the Architect, HR Associates, P.A. and Town staff.  Five contractors submitted  single prime bids and nine contractors submitted multi-prime bids.  The single prime bids are for the work of a general contractor and all trades for the entire project.  The multi-prime bids are for the work of four prime contractors (general contractor, mechanical, plumbing and electrical) each working directly for the Town of Chapel Hill with the work coordinated by the general contractor. 

 

The single prime bid of Carl Garris & Sons, Inc. in the amount of $496,000 was to lowest responsive bid for the entire project including central air conditioning and completing the work in one construction phase, when compared with other single prime bids and also when compared to the total of the lowest single prime bids.

 

The bid of Lee Air Conditioners, Inc. was determined to be unacceptable due toomissions.

 

Budget

 

The Lindsay Street project budget is funded by Capital Fund Program and Community Development Block Grant funds. Funds available for the contract are sufficient to fund the base bid for the rehabilitation of the entire project including central air conditioning.  Sources of funding for the Lindsay Street renovation work are:

The bid amount is $496,000, leaving an estimated contingency of $249,658.  Any remaining funds would be used to assist with renovation work at the Pritchard Park neighborhood.

 

CONCLUSION

 

We believe the single prime bid of $496,000 is consistent with the projected estimates provided by the Architect.     

 

If the Council awards this bid to Carl Garris & Sons, Inc., we expect renovation work to begin by mid March 2001 and to be completed by fall 2001 or later, depending on the nature and amount of any additional work authorized.

 

RECOMMENDATION

 

Manager’s Recommendation:  That the Council adopt the attached resolution accepting the single prime base bid and Alternate 1 and 3, and award a contract to the Carl Garris & Sons, Inc. in the amount of $496,000 for the comprehensive renovation, including central air conditioning with all work being completed in one construction phase at the Lindsay Street public housing neighborhood.

BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to include air conditioning in future public housing renovation, as funding permits.
