SUBJECT:               Update on Council Goal:  Expedite Renovations at Hargraves Center

This budget working paper responds to the Council’s request for a status report on the renovation projects for the Hargraves Recreation Center and the A.D. Clark Pool.

 

BACKGROUND

 

During the fall of 1999, the Town contracted with Applied Management Engineering, Inc., for a detailed condition assessment on several facilities, including Hargraves Recreation Center and A.D. Clark Pool.  The consultant identified maintenance deficiencies of $394,400 for Hargraves Recreation Center and $357,000 for A.D. Clark Pool.  The FY 2000/2001 CIP Budget includes 10-year installment funding for maintenance and repair projects on both facilities.

 

DISCUSSION

 

We are now in preliminary negotiations with an architectural firm on a contract for architectural and engineering services.  We have provided the firm with a copy of the facilities assessment and copies of the original building plans.  The firm has informally agreed to undertake this work and is now consulting with various mechanical engineering firms and swimming pool consultants to develop the cost figures necessary to write a contract for architectural and engineering services.  We expect to have the architectural firm under contract by April, 2001.

 

Based on preliminary discussions between Public Works Department staff, Parks and Recreation Department staff and the architects, it was agreed that we would work toward having bid documents prepared in time to start work on the project after the pool closes down at the end of the summer in 2001.  We believe that we can do this project without losing a summer pool season; however, there will be a significant disruption of service for the Hargraves Recreation Center.  We plan to manage this work as a single project; therefore, the recreation center will be closed at about the same time as the pool for about six months beginning in the fall of 2001 and ending in the spring of 2002. Our tentative time line is as follows:
