SUBJECT: Bid for Construction of North Lakeshore Drive Bridge over Booker Creek
DATE: April 23, 2001
The attached resolution would accept the bid and award a contract in the amount of $435,766.00 to R & G Construction Company for the construction of an arch culvert bridge on North Lakeshore Drive.
The attached map shows the location of the project, which is the replacement of a timber bridge that has been scheduled for replacement due to deterioration and decreased load carrying capacity.
The project would be funded using 1996 streets bond funds.
Instructions and bid notices were distributed to twenty-two (22) vendors in North Carolina and Virginia and four (4) minority business organizations in North Carolina. Specifications and contract documents were on file in the Town Engineering Department and in the plan rooms of F.W. Dodge, Associated General Contractors and Construction Market Data in Raleigh, North Carolina. Specifications and plan documents were obtained by ten (10) vendors for review and bid preparation.
In accordance with North Carolina General Statute 143-128, the Notice to Bidders was published in the Chapel Hill News and the News & Observer on Sunday, March 18, 2001. The Notice To Bidders was also published in the Challenger Newspaper on Thursday, March 15, 2001.
On Thursday, April 5, 2001, four bids were received and publicly opened. The bids are summarized in the following table.

The bids were reviewed by Town staff and by Moffatt & Nichol Engineers, the Town’s consultant that developed the plans.
Based on the project scope and level of construction activity in our area, we believe that the low Base Bid of $435,766.00 submitted by R & G Construction Company is reasonable. Our Engineer’s estimate for the Base Bid was $429,614.00.
We do not recommend acceptance of the alternative bids. Alternate One ($38,835.00) is a provision to add a manufactured stone face on the bridge for appearance purposes only. Although we believe the bid for Alternate One is reasonable, we do not believe it is appropriate to incur the cost for the stone facia at this time based on currently available project funding.
Alternate Two ($244,480.00) is a provision to construct a forebay at the head of Eastwood Lake. The forebay would be a permanent structure to collect sediment and prevent it from entering the main body of the lake. This alternate was added at the request of the Lake Forest Homeowners’ Association and was to be entirely funded by the Homeowners’ Association. The Lake Forest Homeowners’ Association has decided not to accept the bid for Alternate Two.
We estimate that the total funds necessary to complete this bridge replacement project are:

Funding for completion of this project is available from 1996 streets bonds, with $487,131.00 from Bridge Replacement funds and $60,411.00 from Drainage Improvement funds.
That the Council adopt the attached resolution accepting the Base Bid proposal submitted by R & G Construction and awarding a contract to R & G Construction in the amount of $435,766.00 for the bridge replacement on North Lakeshore Drive over Booker Creek.

WHEREAS, the Town of Chapel Hill solicited formal bids by advertisement in The Chapel Hill News and The News & Observer on Sunday, March 18, 2001, and in The Challenger Newspaper on Thursday, March 15, 2001 in accordance with North Carolina General Statute 143-128 for the construction work; and
WHEREAS, the following bids were received and opened on April 5, 2001:

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Town accepts the base bid of and awards a contract to R & G Construction Company in the amount of $435,766.00 for construction of the North Lakeshore Drive Bridge over Booker Creek, all in accordance with the approved plans and specifications.
