SUBJECT:       Location of the Resource Conservation District on Community Center Property Adjacent to Bolin Creek and Estes Drive.

The attached map shows the location of the Resource Conservation District (RCD) on the Town’s Community Center property off Estes Drive.

 

BACKGROUND AND DISCUSSION

 

At the Council’s February 14, 2001 budget work session with boards and commissions, a member of the Parks and Recreation Commission inquired about the location of the Resource Conservation District on the Community Center property and what could be done with those portions of the property which are not within the RCD.

 

As noted on the attached map, over half of the Community Center property is within the RCD and further development within that area of the property would be limited to only those uses permitted within designated RCD areas.

 

The Community Center property is zoned R-2 and, in addition to the RCD overlay area, the entire property falls with the Water Supply Watershed Protection area mandated by the State to protect Jordan Lake water quality.  Therefore, that portion of the property outside of the RCD limits could be further developed in compliance with applicable land use intensity ratios for R-2 zoning, provided such development also complied with the impervious surface limitations of the Water Supply Watershed Protection regulations.  These regulations restrict impervious surface coverage to a maximum of 24% unless on-site stormwater retention is provided, in which case impervious surface coverage would be limited to a maximum of 50%.
