AGENDA #5c

MEMORANDUM

TO:                  Mayor and Town Council

FROM:            W. Calvin Horton, Town Manager

SUBJECT:            Consideration of Joining Recycled Paper Purchasing Cooperative

DATE:            May 7, 2001

The memorandum provides information on whether the Town should join a cooperative known as The Recycled Paper Purchasing Cooperative.

DISCUSSION

The Recycled Paper Purchasing Cooperative (RPPC, located in Encinitas, California) is a non-profit program dedicated to natural resource conservation.  The goal of the Co-op is to increase the use of recycled copy paper on a national basis. The RPPC strives to accomplish this goal by providing postconsumer recycled paper at prices that meet or are lower than many entities currently pay for recycled paper.

Based on current pricing information furnished by RPPC, there appears to be no advantage for the Town to join the co-op because the Town is already buying the same recycled paper through the N. C. State purchasing contracts at lower prices than offered by RPPC.    Current price comparisons for the same recycled paper are as follows:

The Town currently has a policy of using only recycled paper, and has purchased recycled paper through the State contracts for more than 10 years.

Based on the price comparisons above, we believe there is no advantage to being a member of the Recycled Paper Purchasing Cooperative.
