SUBJECT: Budget Ordinance Amendments for Parks and Recreation Capital Project Funds – Southern Community Park

The attached budget ordinance would amend the Multi-Year Project Fund for the Southern Community Park project.
In 1998 the Orange Board of County Commissioners appropriated $105,000 to the Town for the purpose of adding lights and irrigation to the athletic field at Scroggs School. The Council then established a project budget for the Southern Community Park and Scroggs athletic field in the Multi-Year Project Fund.
In 2000, the County Commissioners allocated $100,000 for design services for the Southern Community Park. The Town has not yet received these funds.
Pursuant to an agreement authorized by the Town Council in 1997, the Council sold a portion of the Southern Community Park site to the Chapel Hill-Carrboro City Schools for $148,059 in March 2001. As part of the same transaction, the Town then paid the Board of Education $148,059 as partial reimbursement for their construction of a field on that parcel.
The following budget amendment would amend the Multi-Year Project Fund for the Southern Community Park project to account for recent transactions related to land transfer, construction of the athletic field at Scroggs School, and an allocation of planning/engineering funds from Orange County.
The project’s budget would be increased by $248,059 to account for transactions that have already occurred and were previously approved by the Council, the Chapel Hill-Carrboro City Schools and the Board of Orange County Commissioners. The budget would be as follows:

1. These funds were allocated by Orange County from the 1997 Orange County Parks bond.
3. This expenditure of $148,059 was offset by an identical payment by the Chapel Hill/Carrboro City Schools to the Town for the land that was used for the field. The land was originally part of the Southern Community Park site and is now part of the Scroggs school site. The budget amendment also reflects the receipt of this payment from the Schools.
That the Council adopt the attached budget ordinance that would account for transactions that have already occurred related to construction of the Scroggs School athletic field, sale of land to the Board of Education for the Scroggs athletic field, and an allocation of funds from Orange County for planning and engineering of Southern Community Park.
AN ORDINANCE TO AMEND THE CAPITAL PROJECTS ORDINANCE FOR VARIOUS CAPITAL PROJECTS (2001-05-21/O-1)
BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, that the capital projects ordinance for various capital projects funded from a variety of sources is hereby amended as follows:
The capital projects as authorized by the Town Council includes various capital projects funded from grants, the Capital Improvements Program funds, and other miscellaneous sources of revenue for a variety of projects extending beyond one fiscal year.
The Manager of the Town of Chapel Hill is hereby directed to proceed with implementation of these projects within terms of funds appropriated here.
Revenues anticipated to be available to the Town to complete the project are as follows:

SECTION V
The Manager is directed to report annually on the financial status of the project in an informational section to be included in the Annual Budget, and shall keep the Council informed of any unusual occurrences.
SECTION VI
Copies of this projects ordinance shall be entered into the Minutes of the Council and copies shall be filed within 5 days of adoption with the Manager, Finance Director and Town Clerk.
