BUDGET WORKING PAPER

TO:                  Mayor and Council

FROM:              W. Calvin Horton, Town Manager

SUBJECT:              Updated Vacancy Listing

DATE:              May 30, 2001

A Council Member requested information on vacant Town positions, with information noting how long the position had been vacant.

Attached is the original listing of vacancies as of April 18, 2001 presented to the Council as a part of the April 25th work session.  We have added notations of positions currently vacant (as of May 22nd) with information on when the position became vacant.

I have reviewed the list and, except as noted, believe that the positions should be filled to provide Town services.

[1] Recruitment for this position began soon after it became vacant; the candidate who was offered the position was not able to report as scheduled.  Work of the position was performed by contract employees until it was filled.

[2]  This position is not funded now, but is recommended to be funded in 2001-2002 from the Capital Improvements Program.  The employee would  oversee Town construction projects.

[3] In the first year of the implementation of curbside refuse collection 4 positions were to be eliminated through attrition, so they were not filled as they became vacant and will be eliminated from the pay plan.  In the second year of implementation 5 additional positions (total of 9 over two years) are to be eliminated through attrition.  The two current vacancies will help to meet the need to cut 5 positions during the coming fiscal year.

[4] We apologize that this position vacancy was inadvertently left off the previous vacancy listing.
